- SF30 Solicitation Amendment and Revised Schedule of Items The Windy Point Hazardous Fuels Reduction Project is designed to reduce hazardous fuel loading caused by beetle kill in three identified pay items (totaling approximately 16 acres) by hand felling and a combination of piling, scattering and bucking slash as prescribed for each item. Additionally, there are approximately 2,100 hazard trees in the Deer Lakes Campground and Day Use Area (DLCDUA) marked for removal. • Approximately half of these trees meet saw-timber merchantability specifications of at least 8 inches DBH and these trees will need to be felled, whole tree skidded, limbed, topped, and sorted into log decks. • No salvage or product removal rights are included in this contract. • The allotted time for contract performance is 120 days from notice to proceed except for work in the DLCDUA, which must be completed no later than July 1, 2015 if a notice to proceed is issued on or before June 1, 2015. If a notice to proceed is issued after June 1, 2015, all work on DLCDUA must be completed within 30 calendar days of the notice to proceed date. All work shall be performed on the Gunnison National Forest in Hinsdale County, Colorado. This project is being advertised as a total small business set-aside and as such it is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $19.0 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered in the System for Award Management ( www.sam.gov ) database to be eligible for award. Offerors must respond to all instructions in the solicitation to be considered responsive. Offerors that fail to meet these criteria will not be considered for award. A pre-proposal conference is NOT planned; however, prospective offerors are encouraged to visit the area prior to submitting a proposal. Maps of the treatment area are being issued with this notice. State Highway 149 is maintained year-round, including snowplowing, by the Colorado Department of Transportation. However, the DLCDUA is accessible only by over-the-snow travel from approximately November through May. The anticipated date for issuance of the solicitation is on or about March 2, 2015. The actual due date will be identified on the solicitation. THE SOLICITATION PACKAGE HAS BEEN POSTED A REVISED SOLICITATION DOCUMENT HAS BEEN ATTACHED THAT UPDATES AGAR CLAUSE 452.211-74 (PERIOD OF PERFORMANCE) IN SECTION F (PAGE 14) TO REFLECT THE REQUIRED PERFORMANCE PERIOD FOR WORK IN THE DEER LAKES CAMPGROUND AND DAY USE AREA AS INDICATED IN THIS FBO NOTICE. AN SF30 AMENDMENT WILL NOT BE ISSUED. The following information is provided in response to a question about the terrain. An SF30 Amendment will not be issued. The areas that are in the campground are fairly level (less than 20% slope) although there is one small area that is steeper (up to ~40% slope). Along State Highway 149, all of the "hand fell, limb, and pile" units are generally less than 30% slope although there could be some spots that are up to 40%. The hand fell, limb and buck units are a little bit steeper overall (up to about 40% slope). The hand fell, limb, and scatter units are quite steep in general (up to around 80% slope) with some rock ledges. AMENDMENT 0001 TO THIS SOLICITATION HAS BEEN POSTED, WHICH MODIFIES THE LINE ITEM SCHEDULE. OFFERORS SHALL ACKNOWLEDGE THIS AMENDMENT ON THE SF30 WHEN SUBMITTING THEIR PROPOSAL. THE RESPONSE DATE HAS BEEN EXTENDED UNTIL 4/08/2015.
