INL Interdiction Police Advisor Bogota, Colombia Issuance Date: 03/24/2015 Closing Date: 04/24/2015 SOLICITATION NUMBER: PSC-15-021-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND: The Bureau for International Narcotics and Law Enforcement Affairs (INL), is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL's program in Colombia builds on efforts begun under Plan Colombia, with focus shifting from the extensive provision of equipment and logistical support towards supporting the Colombian government's institutional reforms and strengthening professional capacities within the police and criminal justice sector. The INL Section in the Embassy in Bogota manages an illicit drug interdiction and law enforcement assistance program funded through the International Narcotics Control and Law Enforcement (INCLE) account and destined for Colombia. INCLE-funded assistance complements the Colombian government's counternarcotic activities designed to deter, detect, and disrupt transnational organized crime groups in Colombia and throughout the region. It also complements the Colombian government's even larger investment in promoting rule of law; providing for citizen security; and reforming state institutions to foster greater transparency, responsiveness, and respect for human rights. The goal of this program is to improve and institutionalize Colombian interdiction capabilities through targeted, sustainable projects. The prospect of a potential peace agreement between the government and the Revolutionary Armed Forces of Colombia (FARC) provides a potentially important window of opportunity for further reform of the security services and the criminal justice system. As the Government of Colombia prepares to implement a peace agreement, it must marshal sufficient resources to extend effective security and justice services to former conflict areas. While the main emphasis of INL's interdiction program is and has been counternarcotic, it will be important for the program going forward to address broader transnational crime problems and enhanced institutional capabilities. PURPOSE: The Interdiction Police Advisor will support, assist, and advise INL and the U.S. Embassy in Colombia in their efforts to help Colombia interdict narcotics and criminal trafficking groups. Besides managing training, mentoring, technical assistance, and limited equipment procurements to support Colombian security forces and judicial authorities, the Interdiction Advisor will also liaise with, and coordinate, the activities of USG agency implementers in the justice sector reform area as it relates to the professionalization, training, and operations of law enforcement personnel. The Interdiction Police Advisor will play a key role in shaping future program design and engagement strategies with the Colombian government. The Interdiction Police Advisor will provide expertise in a wide variety of settings, including internal U.S. embassy and multi-national meetings, to assist the Colombian government in reaching its stated counternarcotic goals and objectives. S/he will offer assistance in a variety of areas, to include counternarcotic policy development and coordination with the interagency and international community and counternarcotic program development, management, and oversight. The Interdiction Police Advisor will oversee the implementation of INL's civilian law enforcement engagement with Colombia's Antinarcotics, Judicial, and Intelligence police, as well as assist the Interdiction Director in maintaining INL's relationships with senior Colombian police officials. This includes, but is not limited to, coordination with Colombian authorities, management of police training, curriculum development, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. The Interdiction Police Advisor frequently meets with members of other U.S. Government agencies, non- governmental organizations (NGOs), and relevant international organizations for the purpose of gathering and disseminating information pertinent to interdiction/police development and USG priorities and activities. The Interdiction Police Advisor will be expected to know or master the full range of assistance project management skills, including planning, budgeting, procurement, contracting, monitoring, reporting, and evaluation. The Advisor is frequently called upon to perform other tasks or duties on an ad hoc basis, particularly those requiring strong drafting or analytical skills. RELATIONSHIP: The Interdiction Advisor reports to the INL Bogota Interdiction Program Manager, and assists him/her in overseeing the work of the 10-person INL Interdiction Team. S/he serves as Deputy Director for the INL Interdiction Team. The Interdiction Advisor's actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations. DUTIES & RESPONSIBILITIES: In close coordination with INL Bogota staff and the Interdiction Program Manager, the Interdiction Advisor will be expected to perform the following duties: Program Planning and Management • Develop program designs, performance monitoring plans, and evaluation planning for projects to enhance interdiction capabilities and improve the professionalism and performance of law enforcement institutions. • Manage law enforcement projects under the guidance and direction of the Interdiction Program Manager, INL Director, and INL Deputy Director, and keep them informed of the details of such implementation, including progress, challenges, and recommended solutions. • Work with the Interdiction Program Manager to oversee budgets for training, equipment, and related construction assistance provided by INL. • Provide program guidance and frequent status updates on the implementation and development of INL interdiction programs to the Interdiction Program Manager, INL Director, INL Deputy Director, as well as INL Bogota's headquarters in Washington, DC, when required, to include progress, challenges, and recommended solutions. • Ensure programming complies with U.S. government legal and policy requirements and restrictions, including Leahy vetting, and that programming is coordinated with related U.S. government police, counter narcotics, criminal justice, rule of law, and corrections assistance programs. • Ensure that programming meets and derives from both U.S. and Colombian policy objectives and priorities. • Contribute to the development and strategy of the INL Colombia program. These efforts include project execution from study period and program design, through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Colombian government officials. Policy Analysis • Draft policy and advocacy papers, attend meetings and conferences. Facilitate exchange of information and practices to ensure robust communication on interdiction issues within INL, as well as with other professionals working in the area of law enforcement and counternarcotic assistance in Colombia. • Prepare background materials and reports to be used by the INL Director and other U.S. officials in speeches, briefings, and testimonies to articulate INL Bogota's engagement on interdiction issues. • Provide the INL and Embassy front offices with analysis of trends and developments in the areas of interdiction and law enforcement. • Conduct assessments of security and law enforcement agencies/institutions, and their training academies and facilities. • Serve as a police subject matter expert within INL Bogota, and as an advisor on such matters to the Director and Deputy Director of INL in the absence of the Interdiction Program Manager. • Provide policy analysis and program guidance/reporting to the Interdiction Program Manager, INL staff, INL/WHP, and the INL Front Office upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages. Such guidance may include, but is not limited to, mission objectives; the size and structure of interdiction resources; coordination with other Embassy sections; budgeting; development of Colombian police capacities and institutions; practical measures to improve U.S. and international capacities to provide police assistance; and training plans. • Participate in and/or lead assessments - as requested by the Interdiction Program Manager, INL Deputy Director, or Director - of current program efforts with regard to law enforcement capacities and structures in Colombia, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose and implement future activities and/or remedial actions. Coordination • Work closely with the Interdiction Program Manager to coordinate efforts across all elements of INL Bogota. • In coordination with the Interdiction Program Manager, work closely with all law enforcement efforts within the Country Team, including DEA, DOJ/ICITAP, FBI, DS/ATA, DHS, etc., as well as with International Donors. • Participate in senior-level meetings, briefings, seminars, and exercises with USG, Host Nation, and international representatives to develop plans/programs for implementation of police assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge. • Work closely with Colombian law enforcement agencies. • Participate in INL staff meetings at the office and team level. Other • Perform other duties as requested and assigned by the INL Bogota Director and Deputy Director, including supporting VIP visits, drafting reporting cables, and preparing other documents and reports. COMPLEXITY: • Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Colombia can be complicated. • Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. SCOPE AND EFFECTIVENESS: Guidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, the Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem being studied. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. The Interdiction Advisor is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area. MINIMUM QUALIFICATIONS: 1. U.S. citizen able to obtain and maintain Department of State Secret security and medical clearances. 2. Demonstrated seven (7) years' experience in one or more of the following topics as it relates to U.S. civilian law enforcement: management, organizational development, planning, and/or training. 3. Bachelor of Science or Bachelor of Arts Degree from an accredited institution, or ten years of related experience in the fields of international development, law enforcement, international relations, and/or public policy/administration. 4. Demonstrated three years of experience in overseas civilian police advisory missions. 5. Excellent oral and written communication skills. 6. Demonstrated superior negotiation, interpersonal, and managerial skills. 7. Demonstrated experience in planning, strategizing, implementing, and reporting on programs and projects. 8. Demonstrated experience three years or more of supervisory experience. 9. Proficiency in Microsoft Office software suite. 10. Ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully through FSI course PA-296 distance learning. 11. Ability to complete the FSI Distance Learning Introduction to Working in an Embassy (PN113) within 120 days of assignment. 12. Proficiency at the FSI 3/3 level or better in the Spanish language. PREFERRED QUALIFICATIONS: • A Master's Degree in project management, public administration, law enforcement, international relations, or related fields is desirable. • Extensive experience in program development, implementation, and management, including preparation of budgets, procurement of goods and services, and monitoring and evaluation, preferably involving law enforcement and training initiatives. • Demonstrated experience managing large U.S. assistance programs. • Experience successfully working with and building consensus among high-level contacts within the Embassy Country Team and Host Government. • Experience working or coordinating closely with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). • Experience in planning and executing highly-kinetic U.S. civilian law enforcement operations, especially related to antinarcotics. TRAVEL AND POSITION LOCATION: This position is located in Bogota, Colombia. Frequent travel throughout Colombia is required. PRE-DEPLOYMENT SUPPORT FOR THE ADVISOR: The Advisor may be required to attend briefings/orientation at the DOS in Washington, D.C. for a period of up to one week prior to deployment. EVALUATION CRITERIA: Factor 1: Program Management: (20 points) Experience and ability in managing police assistance programs to enhance the rule of law in Colombia. Such programs could include capacity building for Colombian judicial and security forces, provision of equipment, training, mentoring, technical assistance, and academy development. Factor 2: Liaison: (20 points) Ability to coordinate effectively with members of relevant USG agencies, host nation representatives, and the international community in developing and coordinating effective interdiction programs. Factor 3: Subject Matter Expertise: (20 points) Ability to provide expert police subject matter and policy guidance relevant to the current situation in Colombia to senior level policy makers within the Embassy and INL. Factor 4: Communication: (20 points) Ability to communicate complex issues in a timely and concise manner, in both oral and written form. Factor 5: Past Performance: (20 points) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
