- Statement of Work for 2015-81035FB The Centers for Disease Control (CDC) / National Institute for Occupation Safety and Health (NIOSH)/ Office of Mining Safety and Health Research (OMSHR) near Pittsburgh, PA, intends to award a sole source firm fixed price Purchase Order to Texas A & M Transportation Institute to provide technical services to conduct evaluations and modeling of retro-reflective materials in the conditions of no smoke, white smoke, and black smoke and given the physical geometries of underground mining applications. Texas A&M Transportation Institute has the expertise and equipment needed that includes a three-axis goniometer capable of the measurement distances required for this project and the ability to place this specialized three-axis goniometer into a large smoke chamber to take measurements in a smoke-filled environment. Details of the project are included in the attached Statement of Work. This Procurement is for Commercial Services as defined by FAR Parts 2 & 12.This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response must be emailed to Ms. Florence Black at fpblack@cdc.gov before 10:00 AM on April 9, 2015.
