Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS, Office of Chief Information Officer (OCIO), intends to award a sole-source contract to Iconsoft, Inc. for expertise to support and maintain the new ARS Intranet Axon which includes maintenance of a very customized set of web parts and functionality, continued configurations for fine tuning of current server farm including adding additional servers, upgrades to SharePoint software and services, consolidating Microsoft Office and other document editing capabilities throughout the platform, implementation of alerts, subscriptions, content management, future migration to cloud services as well as many other very customized enhancements. The contractor shall also provide development leveraging third party tools to incorporate additional workflows and development of enhancements and functionality per requirements in support of Axon. The contractor will also provide SharePoint and web application administration services for the following existing systems which could include migration to new technologies: Your Two Cents, Cultural Transformation, REE Directory, and Customized ARS Scientific collaboration sites. The knowledge and experience with these applications will enable a timely, smooth transition to new technologies. These services are unique because the Agricultural Research Service's new Intranet, Axon system is a uniquely customized SharePoint system that has been in production less than a year and is currently in the stages of Phase 2. For a transition that does not cause the Government harm, both financially and to the already developed system, and for the need of a very specific technical skill set that is required to complete the Phase 2 we rationalize the justification for this contractor. This contractor has been with the agency since the design phase as well as through the development and implementation of the Axon system. Because of the lack of ARS resources this contractor is the sole developer of Axon and there is no resources to train another contractor. It would take months if not longer to bring another contractor up to speed reviewing the system and its customization and would jeopardize the progress on multiple projects costing thousands of dollars in a current tight budgetary time. This contractor also has the knowledge and expertise of other ARS customized web applications that will require migration to other technologies that will enable a smooth and timely transition. Another contractor would also have to learn about these other applications causing valuable time and resources that are needed elsewhere. The Axon system is now the primary communication tool for the Agency. Management requests for increased functionality as well as content management customization needs are numerous. One example: Without the content management customization needed the agency's Axon editor who is the sole content manager cannot effectively update and manage the 37 current sites. Sites include policies and procedures, ARS All announcements, and information that is now distributed entirely through Axon. Another example is the completion of application migration to new technologies that must be completed by the expiration of the older technology or functionality incorporated into software for e-Authentication needed by deadlines of waivers. The Statue Authority for this is in accordance with FAR 8.405-6(a)(1)(B) (B) Only one source is capable of providing the supplies or services required at the level of quality required because the services are unique and highly specialized. Also FAR 6.302-1(a)(2)(ii) (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253 (d)(1)(B).) THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact.
