Description
The purpose of this amendment to the previously advertised synopsis for BOA RFP W52P1J-15-R-0059, issued on 29 January 2015, is to add or revise the requirements listed below. All other requirements provided in the original synopsis that are not mentioned herein, remain as originally provided. Hazardous Material Management Program (HMMP) CONUS: Contractor will provide support to Hazardous Material Management Program (HMMP) for various installations throughout the Continental United States (CONUS) to include, but not limited to Detroit Arsenal, Ft Leonard Wood, Ft Jackson, White Sands, Ft Wainwright, and Ft Bliss. Support includes the installation supply support activities (ISSA) (GCSS-Army 2001 plant) or Hazardous Material Control Center/Control Point (HMCC/HMCP). Functions include, but are not limited to: receipt (input data into the HAZMAT system of record / tracking receipts), store (shelf life management of products within control of the ISSA HMCC/HMCP IAW Safety Data Sheet (SDS) and AR 700-141, and issue of Hazardous Material (HAZMAT), handling and reporting of HAZMAT items within receiving point, assist customers with requisitions. Contractor will also provide support to The Installation Director of Public Works Environmental Office (DPW-ENV) for the disposal and required regulatory reporting HAZMAT. Contractor will operation central hazardous waste (HAZWASTE) accumulation point at various installations. This accumulation point will collect and dispose of all HAZMAT that is procured, received, stored, and issued at the installation. The contractor shall comply with all Federal, State and local Environmental laws, statutes, codes and ordinances when dealing with hazardous material. The estimated release date of the RFP is Aug FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 1st Quarter FY 16. This requirement will be issued as an 8(a) Set Aside. Kuwait & Qatar: The United States Army Sustainment Command (ASC) has a requirement to support the Army Field Support Battalion-Kuwait (AFSBn-KU) and the Army Field Support Battalion-Qatar (AFSBn-QA). The contractor will provide logistical support including, but not limited to, the following functional areas: maintenance on tactical and non-tactical equipment; transportation functions; supply operations; property accountability; ammunition supply and management operations. This support will require one prime contractor to support all locations within the AFSBn-KU and AFSBn-QA areas of responsibility (AOR). The contractor will provide the AFSBn-KU, and its supported units, direct support to the Army Preposition Stock (APS)-5 Armored Brigade Combat Team (ABCT) equipment set; Infantry Brigade Combat Team (IBCT) equipment set; Theater Sustainment Stocks (TSS); Sustainment Brigade (SB) equipment set; theater retrograde operations; and In Theater Maintenance (ITM) to units operating in the Army Forces Central Command (ARCENT) AOR. AFSBn-KU operations are currently conducted at Camp Arifjan, Kuwait. The contractor will provide the AFSBn-QA, and its supported units, direct support to the Army Preposition Stock authorizations of the Fires and Sustainment Brigades (BDE) and 13 Operational Projects Stocks. The AFSBn-QA and this effort will also serve the Area Support Group-Qatar (ASG-QA), U.S. Army Medical Materiel Agency (USAMMA), US Army Medical Materiel Center-Southwest Asia (USAMMAC-SWA), Air Defense Artillery (ADA), Joint Tactical Ground Stations (JTAGS), and 12 Missile Defense Detachment(MDD). AFSBn-QA operations are currently conducted at Camp As-Sayliyah, Al Udeid Air Base (AB), Falcon 78, and Masaeeid Port in Qatar. The Government anticipates this requirement will be issued on an unrestricted basis to all BOA holders. A Secret facility clearance is mandatory. The estimated release date of the RFP is Aug FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 3rd Quarter FY 16. The Government anticipates this requirement will be issued on an unrestricted basis to all BOA holders. Joint Base McGuire Dix Lakehurst (JBMDL), NJ: The contractor shall provide core Organizational Clothing and Individual Equipment (OCIE) services to regional US Army Reserve (USAR) units in up to 150 mile radius as well as surge customers during exercise training events at JBMDL. These services include, but are not limited to, requirements determination, requisitioning (to include Special Measurement ordering on DD Form 358 or DD Form 1111), receipt, storage, and kitting of like items, maintain amnesty box, issue, turn-in, E-Order fittings, lateral transfers, hand receipts, temporary loans, maintain active and inactive files, direct exchange services to individuals, classification and disposal of unserviceable items, inventories, process adjustment documents, and use of LIS for accountability and reporting. The estimated release date of the RFP is Oct FY 16, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 17. This requirement will be issued as a 100% Small Business Set Aside. This amendment also revises the estimated release date of the RFP for Army Pre-Positioned Stock (APS) APS-2 European Activity Set (EAS), Germany: From: The estimated release date of the RFP is Oct FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 16. To: The estimated release date of the RFP is Oct FY 16, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 16. Note: RFP W52P1J-15-R-0059 was issued electronically on February 17, 2015; a forthcoming amendment will be issued to incorporate the new and revised requirements and to identify an extended closing date.
