- The Mission and Installation Contracting Command - Fort Eustis and the U.S. Army Aviation Center of Excellence (USAACE), 110TH Aviation Brigade is conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, expand prime or subcontracting opportunities for small businesses, generate significant cost savings for the Army and/or enhance the Army's ability to plan, manage and execute the Rotary Wing Flight Training Support contract. a. Under the current Rotary Wing Flight Training Support contract, the prime contractor must be capable of performing the requirements identified the attached DRAFT Performance Work Statement (PWS). Please identify any reasonable alternatives to the current approach that may be beneficial to the Army. b. Please identify any reasonable alternatives for organizing, competing and administering the follow-on Rotary Wing Flight Training contract that would expand prime or subcontracting opportunities for small businesses or provide other benefits to the Army. c. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. d. The government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end results of the services, and in terms of saving money. Your responses to the above questions should be sent via e-mail to scott.d.bedford.civ@mail.mil by 1700 EST, 2 Apr 15 and include the following: company profile, office location(s), DUNS/CAGE Code number, and a statement regarding current business status. Any questions related to the DRAFT PWS shall be submitted no later than 1700 EST, 16 Apr 15. Submit questions to Mr. Bedford at the email address listed above. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offeror's are reminded to be registered at the System for Award Management (SAM) web site: https://www.sam.gov/portal/public/SAM/. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
