- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Solicitation number, N00189-15-Q-0904 is being used as a RFQ. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-78 and DFARS Publication Notice 20150129. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334519 and the Small Business Standard is 500. The Small Business Office concurs with the set-aside decision: Other than Full and Open Competition. The NAVSUP FLC Norfolk Philadelphia Office intends to issue a sole source firm fixed price purchase order for the acquisition of this requirement. CLIN1 Steerable Clock System consisting of 75001-109-LPN Hydrogen Maser with Low Phase noise option and 85000-502 Auxillary Output Generator. Maser output config: (3) 5 MHz, (2) 10 MHz, (2) 100 MHz. (Part# 95000-109) (QTY:2). The resultant contract will consist of a base quantity plus option quantities for the next 4 years allowing up to 2 units per year. Shipping Options: – Two units to Washington, DC per year – Two units to Colorado Springs per year – One unit to each location per year The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The Statutory Authority permitting other than Full and Open Competition for this requirement is Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). This acquisition will be sole sourced to Microsemi Frequency and Time Corporation 3870 N. 1st Street San Jose, CA. 95131. Microsemi Frequency and Time Corporation is uniquely qualified to meet the requirement in the area of Hydrogen Masers as they are the only manufacturers in the United States. (Refer to CLIN1). Place of Performance is US Naval Observatory, 3450 Massachusetts Ave. NW, Washington, DC 20850-5420 and US Naval Observatory, 400 O ™Malley Ave., Ste. 44, Schriever AFB, CO. 80912-3030. The anticipated Period of performance is from Date of Award plus 60 days. Responsibility and Inspection: unless otherwise specified in the order; the supplier is responsible for the performance of all inspection requirements and quality control.
