Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA ™s decision to contract using single source procedures. I. INTRODUCTION/STATEMENT OF INTENT The Federal Aviation Administration (FAA) intends to award a forty-two (42) month single source contract extension of the Automated Flight Service Station (AFSS) contract, consisting of one eighteen (18) month base period, one twelve (12) month option, and two six (6) month option periods. The period of performance of the extension will be from April 1, 2016 to September 30, 2019, if all options are exercised. The current AFSS service is provided by Lockheed Martin via contract DTFAWA-05-C-00031. The Fixed Price Incentive Fee (FPIF) with Time & Material (T&M) and Firm-Fixed Price (FFP) Task Orders contract was awarded on February 1, 2005 and will expire on March 31, 2016, if the FAA exercises AMS Clause 3.2.4-34 Option to Extend Services under the contract. Beyond this date, no additional options are available in the AFSS contract. II. DESCRIPTION OF SUPPLIES/SERVICES The mission of the FAA is to provide a safe, secure, and efficient global airspace system that contributes to national security and the promotion of United States airspace safety. General Aviation (GA) pilots have a need for aviation weather, aeronautical information, and flight planning information in order to conduct safe and expeditious flights. The AFSS contract primarily provides weather briefing and flight planning services to GA pilots in support of the FAA ™s safety goals. This includes performing in-flight updates and processing information such as pilot reports (PIREPs), notices to airmen (NOTAMs), supporting search and rescue activities, and other services in accordance with FAA Order 7110.10 Flight Services. The AFSS contract provides these services throughout the Continental United States (CONUS), Hawaii, and Puerto Rico. These services are provided at three FSS Hub locations in Ashburn, VA, Ft. Worth TX, and Prescott, AZ and two Flight Service Station (FSS) locations in Raleigh, NC and Miami, FL. III. REASON FOR SINGLE SOURCE EXTENSION The FAA requires additional time to finalize the scope and requirements for flight services in order to conduct a competitive source selection for services for the next FSS contract. It is the intent of the Flight Service organization and Program Management Office (PMO) to renew these services through the competitive procurement process. There have been several significant hurdles to establishing the baseline scope and requirements of the Next FSS competitive contract. The FAA requires current flight service operations within CONUS, Hawaii, and Puerto Rico to continue under a single source extension of the AFSS contract until the services are provided under the competitive Next FSS contract. Lockheed Martin is the only available source that can provide continued AFSS services in the required timeframe based on the following factors: 1.) Lockheed Martin is the only vendor that can meet the time requirements to implement a solution by March 31, 2016. 2.) The AFSS FS-21 proprietary system is the only existing system authorized by the FAA for flight service operations in CONUS, Puerto Rico and Hawaii that provides all the following flight service functions: Preflight, Flight Plan Filing, Inflight, Airport Advisory Services, Special Visual Flight Rules (SVFR) Operations, EnRoute Flight Advisory Service (EFAS), Emergency Services, Data Entry - Notice To Airmen (NOTAM), Pilot Weather Report (PIREP), Aviation Routine Weather Report (METAR),Search and Rescue (SAR), and Broadcast Services. 3.) Lockheed-Martin is the only contractor with existing facilities and infrastructure available to provide the required flight services. 4.) The Lockheed Martin Flight Service Specialists are the only private source of qualified, certified Flight Service Specialists. 5.) The length of time to transition between the existing solution and a new solution exceeds the timeframe available prior to expiration of the AFSS contract. 6.) Lockheed Martin ™s current AFSS contract technical solution provides a voice switch, which is necessary to receive radio air-to-ground and ground-to-ground voice transmissions and transmit radio voice signals to Lockheed Martin Flight Service Specialists in the flight service stations. As described above, it has been determined that it is in the best interest of the FAA to award a single source contract to Lockheed Martin to continue AFSS operations throughout CONUS, Hawaii, and Puerto Rico until it is replaced under the Next FSS competition.
