- In accordance with FAR 13.106-1(b), Soliciting from a Single Source, the U.S. Environmental Protection Agency's Office of Research and Development (ORD) National Exposure Research Laboraory (NERL) Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order for a one-year service-contract for the Expert Particle Analysis System (EPAS) located in EPA's RTP facility. The purchase order is intended to be issued to RJ Lee Group, 350 Hochberg Road, Monroeville PA, 15146. The EPA Office of Research and Development (ORD) National Exposure Research Laboratory (NERL) is requesting a sole source acquisition for a one-year service contract for the Expert Particle Analysis System (EPAS) located in EPA's RTP facility. The EPAS comprises a high-resolution field-emission scanning electron microscope (FE-SEM) coupled with a state-of-the-art energy dispersive x-ray spectrometer (EDS) and advanced software and analytical tools. The EPAS enables quantitative analysis of air particulate samples to support air pollution research, source apportionment and human exposure programs. The EPAS will be used by the EPA to facilitate manual and computer-controlled SEM (CCSEM) data acquisition and data analysis of environmental aerosol samples. The EPAS provides size, shape, images and elemental composition for individual particles ranging in size from millimeters down to tens of nanometers. Characterization of the size and composition of pollutant air particles is cr itical to EPA's mission of understanding the sources and health effects of particles in the air. Research conducted with the EPAS supports the National Ambient Air Quality Standard (NAAQS) and Multipollutants topic within the Air, Climate and Energy (ACE) Program. In addition, the EPAS will be required to characterize nanomaterials, one of the core tasks of the ORD-Chemical Safety and Sustainability (CSS) Emerging Materials Program. EPAS data will help to promote a sustainable approach to develop new nanomaterials. The EPAS is a highly sophisticated instrument requiring expert maintenance. The one-year service contract will provide for service visits from a qualified service engineer to maintain the MIRA-3 LMU SEM in operational condition and to provide timely repair of the MIRA-3 SEM in the event of instrument malfunction or failure of MIRA-3 components (excluding vacuum pumps and Energy-Dispersive X-ray Spectrometry (EDS) instrumentation). The service contract also includes installation of a new Schottky emitter in the MIRA-3 SEM. The Schottky emitter generates the electron beam for the MIRA-3 SEM. It is a critical component of the MIRA-3 SEM, but it has a limited lifetime. Lastly, the service contract includes technical support and upgrades for the IntelliSEM software. The IntelliSEM software has been developed specifically for operating the EPAS instrument during computer-controlled analyses. IntelliSEM continues to undergo revisions and improvements, and this service contract will enable EPA to keep current with improvements in the software. RJ Lee Group, Inc. is the only vendor who is uniquely qualified to provide these services. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 5 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
