- This notice is a Soures Sought Synopsis only. This is not a solicitation posting and is not a commitment by the Government for any purpose other than market research. This notice serves as a market research tool for which the information obtained will be used for preliminary planning. The National Guard Bureau (NGB) Contracting Office will use the information received from this notice to supplement its decision making process as to the specific set-aside to be used if available. Responding to this Source Sought is strictly voluntary and is not subject to reimbursement for any costs associated with preparation of the information submitted. The National Guard Bureau Contracting Office is seeking capability, current and relevant experience and performance of potential 8a Small Businesses to provide Analytical and Planning Service Support. Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control and other items and non-personnel services to support Plans and Programs Directorate. The Contractor team, working directly for the two Divisions (NGB/A8X; NGB/A8F), will be responsive to requirements generated throughout the NGB/A8A9 Directorate. In support of NGB/A8A9 requirements, the Contractor shall provide full time on-site analysts with consultative, technical and general analytical expertise to support the NGB/A8A9 staff in facilitating the ANG Strategic Planning System (SPS) Steering Committee (SC) activities while providing subject matter expertise and analytical support to NGB/A8X staff to ensure effective accomplishment and integration of planning, programming, budgeting, and execution. And in support of NGB/A8F staff, the Contractor shall provide support to ANG Director's Strategic Planning Action Group and, concurrently, support its long range, strategy and integration mission and provide Directorate Air National Guard (DANG) with effective high-level leadership representation, coordination and communication with HAF, Air Force MAJCOMs and the States in planning and implementing Total Force Integration (TFI) initiatives. The Contractor shall be able to provide personnel capable of furnishing support through subject matter opinions, problem-solving recommendations, read-aheads, bullet background papers and decision reports that are defensible and objective strategies for issues and resolutions having far-reaching impacts on the Air National Guard. Contractor personnel must have an active DOD SECRET clearance. Background: The Air National Guard strategic planning enables a Guard force that is capable and sustainable as a cost effective element of national security. In support of this objective, NGB/A8X, Strategy and Analysis, and NGB/A8F, Force Planning and Basing Divisions accomplish the following for Plans and Programs Directorate (NGB/A8A9): 1) NGB/A8X- Formal analytical and problem solving decision support; execution year budgeting and programming; and future years planning, programming, and execution. Planning includes mid to long term strategic planning which is informed by national, DoD, NGB, USAF, and ANG defense policies and strategies. Planning is accomplished within the framework of the formal ANG strategic planning system which includes the field driven Strategic Planning System (SPS). The SPS, under the guidance of the SPS Steering Committee (SC), is chartered to provide executive level strategic counsel and advice from the field (the quote mark 54 quote mark ) to the Director Air National Guard (DANG) and the states Adjutants General (TAGS). As the SPS planning body, the SPS SC links ANG field inputs to the national planning process through the formulation of goals, objectives, and initiatives that inform the NGB/A8A9 planning and programming actions. Central to ANG planning is the requirement for the NGB/A8A9 staff to be involved in and fully informed by the hierarchy of national and DoD defense policies and strategies that define national defense requirements and shape military force structure, which are essential for ANG equities to be properly represented at all levels of discourse related to defense policy and resourcing decisions. NGB/A8X will ensure ANG equities are appropriately accounted for in efforts such as the Quadrennial Defense Review, the various ongoing (and future) national and service studies/task groups that are examining military roles and missions, force structure, organization, and resourcing. 2) NGB/A8F- Project a force that is capable and sustainable as a cost effective element of national security. The Division is responsible for providing analytical and process facilitation support to the ANG Director's (DANG) Strategic Planning Action Group planning body, to the Commander of the Air National Guard Readiness Center and linking ANG field inputs to the national planning process and the Air Force planning process for the formulation of national goals, objectives, and initiatives that are aligned with NGB/A8A9 planning and programming actions within the DoD Planning, Programming, and Budgeting System and are relevant to the Program Objective Memorandum (POM) cycles within the governing Future Year Defense Programs (FYDP).
