Description
THIS NOTICE CONSTITUTES AMENDMENT NO. one (1) TO THE COMBINED SYNOPSIS/RFQ FOR TAPE DATA RECOVERY. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to extend the due date for receipt of offers and to provide responses to questions that were submitted. The due date for receipt of offers is hereby extended to 03/27/2015. in responses to this solicitation question received along with their respective answers are listed below: (Q)What is the breakdown of the input tapes? (A)The specifics of the data creation are unknown as very little documentation/annotation was stored with the tapes. Many of the tapes were created during the 60s, 70, and 80s on various models of mainframe computers and operating systems. The tapes have been stored in a climate controlled warehouse since then. Of the tapes that have been previously recovered, we have noted the following: The 7-tracks (6-bit data tracks and 1-bit parity track) have been 800 bpi (bits per inch) odd parity tapes. The 9-tracks (8-bit data tracks and 1-bit parity track) have been 1600/6250 bpi odd parity tapes. The 3480 magnetic tape cartridges have higher capacity and can read and write linear data across 18 recording tracks simultaneously. They were sometimes used to store multiple 9-track tapes. Note: the tapes are beyond the end of the expected media life and will need to be handled with extreme care. Also with this type of media, it is not uncommon for the tapes to become sticky and therefore they may need to be baked. (Q)Of the 278 physical tapes, what is the quantity of each of the specified input format. (A)There are: Qty (5)3480 tapes Qty (259)9-track tapes Qty (14)tapes that are either 7-track or 9-track tapes. The records/labels contain conflicting info about which format they are. (Q)What is the current condition of the tapes?Are we to assume that they are presently readable utilizing the correct legacy drives or are they in a compromised or degraded condition? (A)Yes, the tapes should be considered compromised or degraded in condition. Many of the tapes were created during the 60s, 70, and 80s. The tapes have been stored in a climate controlled warehouse since then. The tapes are beyond the end of the expected media life and will need to be handled with extreme care. Also with this type of media, it is not uncommon for the tapes to become sticky and therefore they may need to be baked. (Q)This is a large job and will require considerable resources to complete, as well as considerable time. Will NASA accept completion of the job in phases (perhaps 50-75 tapes per phase)? (A)We would like the complete inventory delivered with in a year. (Q)Given a "YES" response to question number 2 would NASA consent to NET 30 invoicing per completed phase based upon a fractional amount (computed as completed %) of the total quoted job cost? (A) No Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 03/12/2015.
