Description
NASA/GSFC has a requirement for custom next generation power supplies for an existing LiteSpar-developed Cloud Physics Lidar and CAMAL laser transmitters. NASA requires a smaller, lighter-weight power supply/electronics box for these lasers, to eliminate weight/balance issues with the NASA aircraft and to eliminate obsolete parts. The new units must be fully compatible with the existing instrument interfaces (meaning, environmental conditions, electrical interfaces, and optical interfaces). (1)Custom Power Supplies for CPL and CAMAL Transmitters (2)Two set of laser diodes for the power supplies (3)Two set of fiber optics for the power supplies (4)Shipping Minimum requirements include: electronics/power supply unit for use with existing Nd:YVO4 laser heads supports simultaneous three wavelength operation (1064, 532, 355 nm) electrically and optically compatible with existing laser head units electronics unit functionally identical to existing units appropriate for high altitiude (>60,000 ft) aircraft environment temperature range (survival) -50C to +60C temperature range (operating) -10C to +50C supplied with 2 spare sets of laser diodes supplied with 2 spare sets of fiber optic cables laser head physically identical to existing laser head with same electrical interfaces NASA/GSFC intends to purchase the items from LiteSpar, Inc. pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. LiteSpar developed NASA's existing laser systems, Litespar has all required optical, electrical, and environmental parameters required to generate a second unit. Because Litespar developed the original laser system, they are the only company capable of producing new power supply/electronics units that are 100% compatible with the existing laser heads and instrument interfaces. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on April 9, 2015. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
