- 1.Title. Home Made Explosives (HME) Chemical Threats Course General. The mission of the WMD-CST is to support civil authorities at the direction of the Governor, at domestic CBRN incident sites by identifying CBRN agents/substances, assessing current and projected consequences, advising on response measures, and assisting with requests for additional support. A high proportion of terrorist incidents involve concurrent threats from multiple subject matter disciplines such as explosives in addition to those of a traditional CBRN nexus. The WMD-CST must maintain a fundamental understanding of explosives threats in order to prevent catastrophic injury or death to soldiers and airmen. 2.Objective. The objective of the HME Chemical Threats Course is to provide CST Members an awareness and familiarity of chemical production hardware and processes that result in a verifiable and valid explosives threat in the CT Area of Responsibility (AOR). The course will review essential chemical concepts, threat agent production and weaponization as well as down-range collection and analysis. This information will allow CST Members to not only identify explosive laboratory processes but also assess small scale HME production unit capabilities while operating in a hazardous environment. 3.Specific tasks. The HME Production Course specific tasks are as follows: a.Course is five full days of instruction desired for 15-19JUN15. There are no prerequisites. b.Home Made Explosives Chemical Threat Course Classes which include but not limited to the following topics: i.Review of Essential HME Production Concepts ii.Fundamentals of Energetic Materials iii.Review of Self-Igniting Reactions and Thermites iv.Explosives Detection Methodologies v.Primary Explosives Synthesis vi.Tertiary Explosives Synthesis c.Hands-on Practical Exercises designed to build student confidence in identifying and responding to potential HME setups. This must include the ability for students to either purchase, procure or utilize conventional materials to construct viable improvised explosives devices under the auspices and purview of a valid Alcohol, Tobacco and Firearms license (ATF). d.Vendor MUST have a current and valid ATF license that authorizes the construction of HME notional and viable devices on site at the 14th CST Unit BLDG 154, AASF, route 75, Windsor Locks, CT 06096. e.1-Day Field Training Exercise (FTX) duration (8) Hours. f.2- hour Classified Briefing on current global HME emerging threats, and USG research and development on HME detection at the SECRET level. g.Course instructors must be available for After Action Review following FTX on Day 5. h.Qualification requirements. Course instructors must be SMEs in their respective fields. All instructors must hold, at a minimum, a Masters or graduate level degree in chemistry. In addition all instructors must hold a DoD or DOE issued security clearance in good standing at the SECRET level or higher. Vendor MUST have a current and valid ATF license that authorizes the construction of HME notional and viable devices on site
