Description
Solicitation Prospective offerors should access and read the entire solicitation package to fully understand scope and contractor qualification requirements for this requirement. Scope This training is designed to foster communication and accountability to help the DLA Information Operations leadership forge a solid "One J6 Team" approach as the J6 Team focuses on providing enterprise level customer support. The contractor shall perform the 2 leadership, 7 of the small group sessions, and 2 of the mini-sessions in person at Department of Defense (DoD) facilities within a 15 mile radius of 8725 John J. Kingman Road, Fort Belvoir, VA with the capability to conduct group training, assessments and post support by various modes of communication due to the geographically dispersed workforce. Examples of communication modes include: webinars, telephone conferencing, and video teleconferencing. Eight (8) of the small group sessions shall be performed in person at DoD facilities within the metro area of the following cities: Richmond, VA; Philadelphia, PA; Whitehall, OH; Ogden, UT; Battle Creek, MI; Dayton, OH; Mechanicsburg, PA; and New Cumberland, PA with the capability to conduct group training, assessments and post support by various modes of communication due to the geographically dispersed workforce. Eight (8) of the mini-sessions shall be performed in person at DoD facilities within the metro area of the following cities: Richmond, VA; Philadelphia, PA; Whitehall, OH; Ogden, UT; Battle Creek, MI; Dayton, OH; Mechanicsburg, PA; and New Cumberland, PA with the capability to conduct group training, assessments and post support by various modes of communication due to the geographically dispersed workforce. Project Objectives The distinct group to be trained: J6 leadership: Senior Executive Staff (SES) and leaders (approximately 30 to 60 people) for the first two (2) sessions. Supervisors and key personnel (approximately 5 to 25 personnel) for the fifteen (15) small group sessions. All of DLA Information Operations Government employees for the mini-sessions. The contractor will provide 2 training courses that they previously developed and delivered where one meets the objectives below for communication strategies and the other one meets the objectives below for management accountability. The contractor must display that the 2 courses were effectively delivered to senior leaders of a large (>500 employees) organization within the last 2 years. The content and delivery of these courses will be slightly enhanced to meet the unique needs of the DLA Information Operations challenges as identified in paragraph 2.5.1 Pre-session research. The communication strategies objectives to be learned and the content of paragraphs 2.5.2, 2.5.4 and 2.5.5 training are as follows: a) How we perceive visual and auditory communications b) How we interpret perceptions and facts c) How to realize and consider the facts versus perceptions d) How to identify verbal and non-verbal communication e) How to identify individual and group communication challenges f) How to coalesce an individual or group around facts g) How to be transparent in communications h) How to counter narrow minded thinking i) How to foster and support effective and candid communication j) How to decrease obstacles to effective communication k) How to facilitate effective teamwork through communication l) How to uniquely apply this training to the DLA Information Operations challenges The management accountability objectives to be learned and the content of paragraphs 2.5.3, 2.5.4, and 2.5.5 training are as follows: a) How to maximize efficiency and effectiveness in our organization b) How to generate many ideas and then narrow the focus c) How to keep a team on track by knocking down barriers d) How to gain solidarity without compromising the essence of an idea e) How to transform an idea into an actionable plan f) How to convincingly and quickly present an idea g) How to facilitate short, concise meetings with effective time management h) How to make progress and avoid pitfalls such as resistance, increasing requirements and perfection i) How to better plan meetings and present ideas succinctly and concisely j) How to effect change and plant ideas without direct authority k) How to motivate individuals and teams to proactively engage l) How to focus individuals and teams on the primary concerns m) How to lead change for an individual, small group or large organization n) How to motivate the team to act as one o) How to uniquely apply this training to the DLA Information Operations challenges Specific Contractor Experience The contractor must propose and provide an instructor who is a subject matter expert(s) to conduct the training. Each and every instructor must have at least 15 years of a proven and verifiable track record of success that meets the objectives of paragraph 2.2 in business Communication Strategies and Management Accountability training and assessments; over 15 years of extensive executive coaching experience; over 15 years of substantial business communication consulting; and extensive experience in the writing, development and publication of training material and the writing, development and publication of at least one book that portrays the objectives of Communication Strategies or Management Accountability in paragraph 2.2. The Contractor may propose up to a total of three instructor recommendations to the Government, with the Government having final say as to which instructor(s) will teach the workshops. Training will be delivered by one instructor per workshop. All training will be delivered by one instructor to ensure consistency of instruction. The course instructor shall be fully knowledgeable on the material presented in the class. The Government expectation is that all instructors recommended by the contractor have demonstrated ability to conduct training to large groups. Resumes for potential instructors will be submitted to the Government for review along with the Contractor's quote. The contractor must provide documented evidence of the previous development and delivery of 2 courses, where one meets the objectives of paragraph 2.2 communication strategies and the other one meets the objectives of management accountability. The contractor must display how the paragraph 2.2 objectives were met in these courses. For each course, the contractor must display detailed information on at least 2 different large organizations (>500 employees) where the courses were delivered to senior leaders within the 2 years prior to the RFP closing date. Reference Section VI, paragraph 3 for detailed selection criteria requirements for contractor experience.
