Description
THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT. The information provided in this document is provided as information only. US Department of Energy, Western Area Power Administration (WAPA), Desert Southwest (DSW) Region located in Phoenix, Arizona is conducting market research to identify potential business sources (including 8(a), veteran-owned small business, service-disable veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business concerns and other than small businesses) with the capacity and technical capability necessary to successfully perform the requirement described herein. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. This requirement is under the North American Industry Classification System (NAICS) code 561730, "Landscaping Services." Interested firms must demonstrate in their capability statement that they are qualified to perform the work under this NAICS code. DSW covers various regions over a large geographical within Arizona, and along the borders of Arizona, Nevada and California. The contractor shall provide services necessary to remove undesirable vegetation and ensure that bare ground vegetation control is obtained and then maintained at the various work sites for Western. The contractor may be required perform work at the following locations various regions over a large geographical within Arizona, and along the borders of Arizona, Nevada and California. The contractor shall clear and remove vegetation from sites as identified by Western as unwanted plant life (to include but not limited to: grass, weeds, trees, small bush type plants, vines, palms, and cacti). Any dead or detached flora listed above within the boundaries of identified sites shall also be removed. This includes all management, preventive maintenance, and quality control actions to the specific tasks addressed. This may require additional visits to the sites to remove new/additional growth. The vegetation management services provided by the contractor will be performed at various Western's facilities. Special Qualifications. The contractor shall ensure that personnel are trained to work near and around electrically energized station equipment at sites. The contractor shall adhere to OSHA 1910.269 qualified electrical worker regulations, training and safety requirements of all OSHA regulations, including 1910.269, 1910.331 through 1910.335. The contractor shall, at all times, have a qualified individual present during work, to ensure the safety, security and reliability of the contractor's employees and Western electrical equipment. The contractor shall maintain, in accordance with OSHA 1910.269(a) (2) (vii), records of employees qualification training and provide these records to the COR upon request. Respond to this Sources Sought by March 31, 2014; 2:00 P.M. (PST). Responses should include: (1) Business Name and Address, (2) Point of Contact Name, Phone Number, email address, company website (if applicable), (3) GSA Schedule, (4) Type/Size of Business, (5) provide DSW with a detailed capability statement and/or relevant past performance history documenting its ability to perform similar requirements. It should identify similar work performed inside an energized substation. Responses are limited to 5 pages. All businesses interested in providing this service are encouraged to reply by email to Bachelier@wapa.gov.
