- The Naval Facilities Engineering Command, Mid-Atlantic, Marine Forces Reserve (MARFORRES) Facility Support Team (FST) is seeking eligible small business firms capable of performing requirements for P-125 Design-Build new construction of Joint Force Reserve Center, Johnston, IA in the Des Moines area. P-125 Project will construct a 46,000 SF Joint Reserve Center facility at Camp Dodge, in Johnston, Iowa for joint use with the Navy Reserves. The low-rise reinforced concrete and steel-framed building will be of permanent construction with masonry exterior walls and gypsum board interior walls, standing seam metal roof, concrete floors, and pile foundation. The Reserve Center will include a Reserve Training Building (46,000 sq ft), Fitness Training Shelter (3,200 sq ft), and a Wash Rack (800 sq ft). Project will also construct a vehicle maintenance facility (1,600 sq ft) and outdoor covered martial arts training area. Total area of construction is approximately 52,000 sq ft. The Reserve Center joint use areas include an assembly hall, classrooms, medical exam rooms, conference room, storage, crews lounge, administrative areas, recruiting office, toilets/locker room/showers, janitorial space, and mechanical equipment spaces. The Marine Corps exclusive use areas include active duty administrative offices, unit conference space, administrative space, supply/storage areas, recruiting space, armory, shops for communications equipment maintenance, multi-media/LAN control center, NEXGEN secure and equipment room, Firearm Training Simulator (FATS), training aids storage, exercise and double locker room area. The Reserve Center will include a Reserve Training Building, Fitness Training Shelter, and a Wash Rack. Supporting facilities include fire alarm and suppression systems and exterior security lighting. Project will also construct a vehicle maintenance facility and outdoor covered martial arts training area. The vehicle maintenance building will be a one-story steel-framed structure with concrete foundation, concrete floor, masonry walls, standing seam metal roofing, fire suppression and alarm system, high bay compartments, tool room, parts room, one office with air conditioning, heating, ventilation, electrical utilities, mechanical utilities and a built in vehicle lube system. This project will provide Anti-Terrorism/Force Protection (ATFP) features and comply with ATFP regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Sustainable construction features will be included. The estimated cost of magnitude for this project is $15 - $18 million. All service-disabled veteran-owned small businesses certified HUB-Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than July 2015. The appropriate NAICS Code is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8(a) company, please submit an 8(a) letter from the SBA stating that you have a bona fide office in Des Moines, Iowa. Capabilities statements shall address, as a minimum, the following: Submit a minimum of one (1) and a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. Of the projects submitted, at least one must be operations, administrative and training facilities. For purposes of this synopsis, relevant project is defined as follows: Similar size: 45,000 SF or greater and project value of $10,000,000 or greater. Similar Scope: New construction projects of Operations, Administrative and Training Buildings. Similar Complexity: Project(s) demonstrating similar complexity need not be of similar size or scope as P-125. Project(s) demonstrating technically challenging building and site programming requirements. Project(s) demonstrating buildings with special security and/or Anti-terrorism Force Protection (ATFP) requirements. Project(s) demonstrating extensive site/utility work. Project(s) for new construction (design-build) work. Projects involving extensive furniture, fixtures and equipment. Project(s) demonstrating the ability to maintain compliance with environmental permits in the state of Iowa. Though requirements listed under complexity are mandatory, it is not required that all be included in one project. Requirements are allowed to be listed throughout the maximum five project requirement. All responses shall include: (1) Numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $15,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved.
