- The Naval Sea Systems Command (NAVSEA) intends to issue a delivery order under Basic Ordering Agreement N00024-14-G-4300 and/or N00024-14-G-4301 for Radiological Control Technicians (RCTs) to support Portsmouth Naval Shipyard. These RCTs are available only from the two nuclear-qualified shipyards, Electric Boat Corporation and Huntington Ingalls Industries - Newport News Shipbuilding. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only to determine availability of RCTs to support Portsmouth Naval Shipyard requirements during the period from 3 May 2015 through 29 January 2016. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A detailed description of the requirements follows. •1. General: This notice seeks to elicit Nuclear Qualified Private Sector input regarding the availability of Radiological Control Technicians (RCTs) fully qualified to Article 108 of NAVSEA 389-0288 (Radiological Controls) to provide nuclear-related services at Portsmouth Naval Shipyard. •1.1. Nuclear qualified offerors are invited to propose fulfilling some or the entire requirement outlined in this notice. There is no guarantee that the government will take formal action based on the information provided by prospective offerors. •1.2. Any potential formal offering would be constructed as a "non-personal services contract" as defined in FAR 37.101. Therefore, it is understood and agreed that the Contractor and/or the Contractor's employees: (1) shall perform the services specified herein as independent Contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of the work required and are fully responsible for complying with any and all technical, schedule, or financial requirements or constraints attendant to the performance of this contract; (3) shall be wholly responsible for the quality and timeliness of the services provided; and (4) shall, pursuant to the government's right and obligation to inspect, accept or reject the work, comply with such general direction of the Contracting Officer or the duly authorized representative of the Contracting Officer as is necessary to ensure accomplishment of the contract objectives. •2. Level of Effort by Functional Requirements : PNS anticipates a shortfall of RCTs from 3 May 2015 through 29 January 2016 as shown in the table below. Specific Tasking: •3.1. It is anticipated that the contractor RCTs (and Supervisors) will be working onboard or around nuclear- powered submarines, and/or and radiological repair facilities at Portsmouth Naval Shipyard. Duties would include, but are not limited to, routine radiological surveys, standing control point watch, providing consultation and oversight of production nuclear work to include performing radiological surveys of areas and components, and assisting with radiological material movements within the shipyard. •4. Period of Performance. 3 May 2015 through 29 January 2016. •5. Descriptions and Specifications : •5.1. Interested nuclear qualified offerors shall provide RCTs, Supervisory RCTs and appropriate program management to ensure proper execution of the tasks described herein. •5.2. RCTs and RCT Supervisors shall be fully qualified to Article 108 of NAVSEA 389-0288 (Radiological Controls) and have at least one year of prior experience working in support of the naval nuclear propulsion program. •5.3. All Contractor personnel shall be citizens of the United States of America and possess a final adjudicated, confidential clearance (PNS Red-Badge) prior to commencing work. Completion of DD 254 will be required. •5.4. The Contractor is responsible for providing proof of qualification (classroom theory and practical knowledge) required by this SOW. Qualifications must be current through the performance period and verifiable by PNS. Contractor will be required to verify via a signature that contractor employee is qualified to perform contracted scope of work and meets the minimum trade skill requirements. •5.5. The Contractor shall provide, at a minimum, verification that personnel have been trained (by the contractor) in asbestos awareness, Occupational Safety & Health (OSH), lockout/tag-out awareness, fall protection, hearing conservation, eye safety awareness, qualified lead/cadmium awareness, sexual harassment, fire watch, confined spaces, proper use of personal protective equipment, hazardous communications, environmental, respiratory training and workmanship. •5.6. Contractor Orientation Briefings: Before accomplishing any work on board Navy ships, PNS will provide the following training, some of which includes testing. •5.6.1. Submarine Indoctrination •5.6.2. PNS 6010 training •5.6.3. Safety and Environmental •5.6.4. SUBSAFE Awareness •6. General Requirements: •6.1. Interested parties would be expected to accomplish RCT tasks using PNS technical work documents, and comply with all PNS safety rules and regulations. •6.2. PNS shall determine the priority of all work. •6.3. The Contractor's supervisor shall provide oversight and direct supervision of the Contractor's workforce accomplishing the work tasks. •6.4. Work assignments to the Contractor shall be designated via PNS POCs to designated Contractor supervision for dissemination to the Contractor's workforce. Designated POCs for PNS are local Code 105.3 Supervisors (i.e., PNS SRCTs). •6.5. The Contractor will not be required to perform work that violates any current negotiated agreements between the Contractor and their respective labor union(s). Concerns with the tasks, shifts or hours-of-work specified in this notice, or any other terms, shall be brought to the attention of the Contracting Officer within the offeror's response to this notice. •6.6. Conflict resolution and/or administrative actions affecting the Contractor's employees shall be the responsibility of the Contractor's management. •6.7. PNS agrees to provide workspaces for Contractor employees assigned to PNS. •6.8. The Contractor shall be responsible to manage lodging and travel for their personnel (as applicable). •6.9. The Contractor shall be required to submit a summary timesheet listing all employees and hours worked for the period on a weekly basis to the COR POC TBD (207-438-xxxx). •6.10. All quality assurance services and engineering support required in the assigned tasking will be provided by PNS. •7. Special Requirements: The contractor is responsible for: •7.1. Contractor workforce safety and compliances with all PNS safety rules and regulations. •7.2. PPE: The Contractor shall supply all PPE in accordance with Occupational Safety and Health Administration (OSHA) Standards. The PPE shall include but is not limited to: Steel-toed shoes, safety glasses, hard hats, earplugs and muffs, and flashlights. •7.3. Injury reporting: Contractor management shall inform the PNS Contracting Officer Representative (COR) of any injuries to contractor personnel as soon as contractor supervision or management becomes aware of the occurrence. In addition, a written report will be submitted to the PNS Contracting Officer Representative within 24 hours of occurrence. The report shall contain the name of each injured person, date and time of incident, extent of each personal injury or property damage, contractor/sub-contractor name, type of incident, location of event (ship name and hull number, space, compartment), and a brief description of the event. The contractor shall cooperate with any safety investigations. •7.4. The Contractor shall be responsible to comply with all environmental, hazardous waste, and safety requirements and to report any issues to PNS POC TBD (207-438-xxxx). •8. Security and Access Requirements : •8.1. At a minimum, all personnel shall be United States citizens and shall possess a Department of Defense final-adjudicated Personal Security Clearance at the confidential level or higher, in accordance with Attachment B (DD Form 254) for performance on this contract. Failure of ability to obtain a PNS red badge will be cause to dismiss personnel from fulfilling this contract. •8.2. Contractors must have Rapid Gate credentials for access to Portsmouth Naval Shipyard. Contractors and any subcontractors must submit contract DD-254 to Portsmouth Naval Shipyard Security Department Code 1700 for access requirement verification prior to arrival. •8.3. Contractors/subcontractors shall submit Visit Requests via the Joint Personnel Adjudication System (JPAS) to SMO 39040 for visitor clearance verification. Visit requests submitted by other means will not be accepted without Facility Security Officer signed verification as to the level of security clearance granted to each employee on the visit request. Additionally, the contractor must provide a copy of Visit Request to TBD - Code 105 (Fax XXX-XXX-XXXX at least 2 weeks prior to personnel traveling for inclusion into other PNS IT systems. •8.4. Immediately notify the Security Officer, and the Contracting Officer of any access problems. Failure to do so shall result in a delay at the Contractor's expense. •8.5. Lack of proper I.D. badge shall result in denial of access to the Naval Installation, and/or the ship, resulting in a delay at the Contractor's expense. •8.6. Contractor employees are authorized to retain temporary badges until the badge expiration date, or termination of employment. Holders are required to return the badge to the respective Naval Installation Pass & ID Office. •8.7. Badges must be displayed on the outermost garment above the waist at all times. The only exception will be if the Contractor employee is engaged in work that could cause a safety hazard if the badge were worn while performing the work. •8.8. Lost or misplaced badges must be reported immediately to the PNS POC TBD (207-438-xxxx). •9. Technical Work Instructions: •9.1. All work shall be accomplished in accordance with Federal, State, and Local Environmental, Safety laws and regulations. •9.2. Technical Work Documents issued by PNS. •9.3. Disclosure and access to the Naval Nuclear Propulsion Information (NNPI) shall be governed by the requirements of NAVSEAINST C5511.32B. •9.4. 29 CFR 1915 (Shipyard Industry). •9.5. 29 CFR 1910.1200 Hazardous Material/Hazardous Communication standard. •9.6. Material Safety Data Sheet (MSDS) •9.7. OSHA Directive Standard 2 (Identification of General Industry Safety and Health Standard Applicable to Shipyard Work). •9.8. Contractor employees shall be responsible to sign applicable documents (shift reports, verification signatures, etc.) to verify task completion in accordance with (IAW) requirements.
