- This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This information is for planning purposes and market research only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Large and small businesses are encouraged to respond. Subject: Sources Sought for the rental, installation and training of submersible pumps to move cool water from a depth of approximately 60 feet below the surface to an intake of approximately 10-15 feet below the surface at Lower Granite Dam near Pomeroy, WA. Point of Contact: Cyndi Jacobsen, Contract Specialist, 509-527-7203, cynthia.h.jacobsen@usace.army.mil Description of the Requirement: Provide submersible pump(s) capable of pumping a minimum of 11,000 GPM at 5-10 feet head. The pump(s) would be submersed 60-66 feet below the water surface, suspended from above. The pump(s) would need to be anchored safely in some manner that does not require any alteration of real property. The Government will provide electrical power (480V, 250Amp) with a disconnect located adjacent to the pump location. Water from the pump(s) would be discharged directed horizontal into an intake that is located approximately 10-15 feet below the surface, so approximately 50 feet of discharge piping with 90 degree elbows would be required for each pump. Due to the potential for fine silt-like debris in the area where the pumps would be located, an intake screen with openings no smaller than 3/8 inch is required to eliminate potential blockage of the intake screen. A potential layout for the pumps is provided as an attachment for your information. Crane / boom truck for installing the pumps must be provided by the contractor if needed, and the crane /boom truck must pass a safety inspection in accordance with the USACE Safety Regulation EM 385-1-1 prior to use at the project site. Pumps will need to be installed and ready for use by 01 July 2015. Draft bid schedule Line item 0001 - labor and materials to prepare for installation Line item 0002 - delivery & installation, to include training on operation of pump(s) Line item 0003 - rental of pump(s) for usage (daily rate for Not to Exceed 90 days) Line item 0004 - removal of pump(s) SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a quote for this project when it is formally advertised (2)Name of firm with address, phone and point of contact. (3)CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information (4)The category of small business, such as 8(a), HUBZONE, or SDVOSB etc. (5)A capability statement expressing interest in this requirement, describing the company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by the company. (6)A statement or list of the company's current and/or past technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of each project scope, schedule, and dollar value. Please provide citations of technical reports or other scientific literature resulting from past experience as applicable. (7)Indicate if your company can perform at least 51% of the work in accordance with FAR clause 52.219-14 Limitations on Subcontracting if considering subcontractors.
