- SHORT LIST RE: Request for Qualifications - Property Exchange for Construction and Related Services The following Offerors are shortlisted to move on to Stage II of the evaluation process to provide exchange consideration to GSA: completing the remaining repair and alterations at the GSA Headquarters, as well as construction and related services covering up to three buildings, Administration Buildings 73, 74 and 75, located at the DHS Headquarters Campus in Southeast Washington, DC. 　In exchange, upon completion and Government acceptance of the exchange consideration, GSA would convey to the Exchange Partner certain rights of the United States' in two buildings and associated parcels, the Cotton Annex Building and site and the GSA National Capital Region Regional Office Building and site located in Southwest Washington, DC.　 1.　 JBG Development Group LLC 2.　 Hunt Companies Inc. 3.　 Republic Properties Corp.
