Description
The Mission and Installation Contracting Command Center - Fort Bragg (MICCC-FB), NC is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement of Bell AH-1S Cobra Pilot Training. The Army requests information in regards to which firms would be interested in competing for these services. We request a business case package in which a convincing argument is made as to your willingness to compete for the requirement, your capability to provide the services, and the feasibility to the U.S. Army as to any recommendations that you make to enhance the competitive nature of this action. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this Sources Sought. Further, the Government is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be the sole responsibility of the contractor. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FEDBIZOPPS) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Objectives: To train the Royal Thai Armed Forces to proficiency in Bell (Model 209) AH-1Cobra flight and maintenance procedures to effectively operate their aircraft in Thailand. Training must be completed to aviation industry standards. AH-1 Cobra Helicopter (Bell Helicopter Model 209) for International Military Students (IMS) within the United States. Scope of Work: The contractor shall be required to furnish the AH-1aircraft, training instructors, and training facilities to support this Foreign Military Sales (FMS) training requirement. Academic, hands-on, simulated flight and flight training must be provided at a CONUS training facility. Training shall consist of a series of formal courses of instruction conducted by the Contractor and shall include both pilot and maintenance training courses: 1.Bell AH-1S Cobra Aircraft Qualification Course 2.Bell AH-1S Cobra Instructor Pilot Course 3.Bell AH-1S Cobra Maintenance Test Pilot Course 4.Bell AH-1S Cobra Aircraft Repairer Course 5.Bell AH-1S Cobra Armament/Electrical/Avionic Repairer Course Any version AH-1 aircraft is acceptable for this requirement; AH-1F modernized version is preferred. Training on AH-1S armament systems is optional. Period of Performance: To Be Determined Applicable North American Industry Classification System (NAICS) code is 611512. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name 2) Address 3) Email address 4) Web site address 5) Telephone number 6) Size and type of ownership for the organization 7) Tailored capability statements addressing: the number of and specific model of AH-1S aircraft they have for training, qualifications of instructors and location of training with appropriate documentation supporting claims of organizational and staff capability.
