- Pre-solicitation Notice The Bureau of Reclamation intends to negotiate on a sole source basis with the California State Lands Commission (CSLC) as the State ¿s lead for the California Environmental Quality Act (CEQA) in support of the San Joaquin River Restoration Reach 2B and Mendota Pool Bypass Project under the authority of FAR 13.106-1(b)(1). Per Section 15051 of the CEQA, CSLC is the only state agency with the largest discretionary action over state lands. The scope of work shall include the review of CEQA documents including the various drafts of the Environmental Impact Statement/Environmental Impact Report (EIS/EIR), as well as the Notice of Completion / Notice of Availability, Statement of Overriding Considerations, and other documents as appropriate. A sole source justification has been prepared in support of this acquisition. Firms believing they can provide these services for the project mentioned above shall provide written notification to the Contracting Officer, with supporting evidence to that effect in sufficient detail to demonstrate the ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 15 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition and shall include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). The applicable NAICS Code for this procurement is 541620, Environmental Consulting Services. This notice may represent the only official notice of such a requirement.
