HAS BEEEN CANCELLED A pre-bid conference/site visit will be scheduled at a later date and the details will be included in the forthcoming solicitation. The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), 10701 East Boulevard, Cleveland, Ohio, 44106 has a requirement for Project 541-15-102, "Renovate Ambulatory Care Medical and Specialty Clinics". This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service Disabled Veteran-Owned Small Business Set-Aside. This does not include paperwork, submittals, etc. DO NOT SEND QUESTIONS TO THIS NOTICE. QUESTIONS WILL BE ACCEPTED ELECTRONICALLY AFTER THE SOLICITATION HAS BEEN PUBLISHED ACCORDING TO FAR 15.201 TO MAINTAIN CONSISTENT PROCUREMENT INTEGRITY. General Construction: Contractor to provide all labor, equipment and materials necessary to complete the work as shown in the construction documents. Work is to be completed in 3 phases and includes general construction, alterations, mechanical and electrical work, utility systems, necessary removal of existing structures and construction and certain other items as shown on the drawings. The work shall include but not be limited to: 1) This project will renovate 11,200 S.F. on the First Floor for Ambulatory Care Medical Specialty Clinics and associated support space. Currently the service is scattered throughout the medical center and does not have a consolidated home. The project will provide a consolidated and expanded space for the Ambulatory Care Medical Specialty Clinic. All renovated areas will provide new HVAC, electrical, plumbing, and Architectural systems. The project duration is 390 days. 2) BID ITEM II (Deduct Alternate #1): Remove approximately 927 square feet of work which includes, but is not limited to, the P.E.R.C and (4) Patient Reps rooms. This area will be remain as-is and will not be renovated; the project duration is 390 days 3) BID ITEM III (Deduct Alternate #2): Remove approximately 500 square feet of work which includes, but is not limited to, the (3) Public Toilet rooms. This area will remain as-is and will not be renovated; the project duration is 390 days The work to be performed will be at the Cleveland VA Medical Centers, Wade Park Division, and 10701 East Boulevard, Cleveland, OH 44106. The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. The IFB is scheduled for issuance on or about February 23, 2015. The Government intends to award a firm-fixed-price contract. The period of performance shall be 390 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. 819.7003 Eligibility (b) (b) At the time of submission of offer, the Offeror must represent to the contracting officer that it is a; (1) SDVOSB concern or VOSB concern; (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and (3) Verified for eligibility in the VIP database. 804.1102 Vendor Information Pages (VIP) Database. After December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR to be eligible to participate in order to receive new contract awards under this program.
