- Description
- The Naval Research Laboratory intends to negotiate a contract on the basis of Other Than Full and Open Competition in accordance with (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, with Harris Corporation – Government Communication Systems, located at 2400 Palm Bay Road, Palm Bay, FL 32905, for two (2) Block 10.2 Ground Communication Systems (part number 3235540-101) and system upgrades to transform the existing GCS Block 10.1 systems currently owned by the Government into GCS Block 10.2 systems. Harris Corporation is the original source of this system, and is the only responsible source able to perform the required upgrades to the Government’s existing systems. Upon completion of the upgrades, the existing Government systems shall be functionally and operationally compatible with the new systems required under any resulting contract, all of which will be used to conduct critical research in support of the war-fighter. The required and upgraded systems shall have unique performance capabilities Specifically, the required and upgraded systems shall (a) have two 4.6 meter antennas that are capable of both simultaneous dual polarization and strict tracking requirements in the presence of harsh environments; (b) have the capability to interface in a functionally and operationally compatible manner to the NRL-developed Multi Mission Platform processor; (c) have the capability to allow for messaging via Google Protocol; (d) have at least 48 communication channels; (e) possess harsh environment certification; and (f) possess narrowband and wideband modulator/demodulators. Further, a major and critical portion of the operation capability for these units is a privately-developed proprietary software package named Harris Framework Studio. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a statement of technical capabilities. All responses must be submitted to the government point of contact at the e-mail address shown below not later than the designated closing date. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
