REQUEST FOR INFORMATION MARKET SURVEY N62387-MS-PM3-15-030 27 March 2015 From: Military Sealift Command, Strategic Sealift, PM3 Subject: Buoy Operations Testing THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1. GENERAL. The Military Sealift Command, Special Mission Programs Office, Code PM2, requests information pertaining to a vessel to support the deployment and recovery of a Target Strength Measurement (TSM) Probe in Dabob Bay, Bangor, Washington. 2. SCOPE OF WORK. The vessel will be supporting the deployment and recovery of a Target Strength Measurement (TSM) Probe in Dabob Bay, Bangor (KB) meeting the survey requirements specified in this requirements specification. There will be at least 1 range day with a mobilization day and a demobilization day; this event could require a back-up ranging day which it would extend the event from 3 days to 4 days. The Government/customer is requesting that the vessel be available from 18 May thru 21 May 2015. During this time frame there would be at least 1 ranging event consisting of 1day to mobilize, 1 event day and 1 de-mob day, a possible back-up day depending on weather/equipment etc. to 3 days, with the chance of adding an event back-up day through-out the time frame. 3. AREA OF OPERATIONS. The vessel will operate in the Dabob Bay, Bangor, Washington. 4. MOBILIZATION PORT: KB Docks Pier, Bangor, WA 5. SCHEDULE: A. On hire 18 May 15 @ 0700 for on-load of gear and testing B. Range day of 19 May 15@ 0700 to 1900 (approximately) C. With an option to have a back-up day of ranging on either the 20 or 21st of May with a de-mob on the 20th or 21st and off hire 6. CHARTER PERIOD: Vessel will be employed from 18-20 May and possibly 21 May, depending on back up day 7. PORT OPERATIONS: Berthing facilities will be provided by the Government while vessel is docked at Keyport/Bangor docks. Request shore power requirements at soonest to see if piers can support. 8. MISSION: A. The mission will require the vessel to serve as a TSM platform capable of deploying a TSM pod approximately 2100lbs using a crane or A-Frame with a winch of 200 feet of line for deployment of the TSM. B. The vessel shall have the ability to support a two (2) point moor. C. The vessel will be required to go into a (2) two point moor in Dabob Bay with 2 mooring buoys deployed by Government vessel. D. The vessel will be required to provide her own gear to put herself in a (2) two point moor and deploy the TSM to a specified depth. 9. VESSEL CHARACTERISTICS: The vessel shall have the following minimum characteristics: VESSEL CHARACTERISTIC SHEET CHARACTERISTIC MINIMUM CHARACTERISTIC MINIMUM FLAG USA NAVIGATION EQUIPMENT The vessel shall be equipped with minimum required by USCG regulations for safe navigation. ENDURANCE 12 hours at sea per day for 3 days TRANSIT SPEED 10 knots Crew Requirements US Citizens. All crew are required to be cleared for access to the Navy Facility. Their names need to be provided in advance of on-hire to ensure they can be cleared. Deck Space The vessel shall provide deck space for TSM (4 feet x 4 feet) and a Fire Control Van (8 feet x 14 feet) The Control van will be loaded pier side with a GFE crane. Electrical Power on Deck The vessel shall provide the 110 VAC on deck. Deck Equipment The vessel shall be equipped with a capstan for 2-point mooring. The vessel shall be equipped with either an A-Frame with a height of 12-15 feet and width of 6-8 feet, that has 2100 lbs. SWL and a winch or a crane capable of deploying the TSM into the water to a depth of 200 feet and capable of a hook height of at least 15 feet and a radius over the side or stern of at least 6 feet. Sponsor Support The vessel shall be able to accommodate head facilities for up to (6) technicians. Contractor provided equipment The vessel will be required to provide its own gear to put itself in a (2) two point moor, maintain a taunt moor and deploy TSM to depth. 10. GOVERNMENT FURNISHED EQUIPMENT (GFE): Government furnished equipment will be on load/offload by government support personnel on to the vessel. The vessel shall have the capability to secure the GFE on deck. The total weight of the GFE will be 6,100lbs. The vessel shall be capable of providing adequate space for (1) one TSM 4 x 4 feet (2100lbs) and (1) Fire Control van 8 x 14 feet (4,200lbs). 11. Interested parties shall also furnish the following minimum information: a) Name of Company; b) Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; c) Small business size status d) Brief summary of company history relative to similar requirements and/or company's ability to meet the above requirements; e) Estimated cost/price to provide the above services; f) Provide evidence of sufficient resources to meet obligations prior to invoicing under the contract; g) If a small business, demonstrate compliance with FAR 52.219-14 Limitations on Subcontracting, in the event the acquisition is set aside for small businesses; h) Any pertinent questions/concerns. 12.
