Description
Solicitation W91ZLK-15-T-0086 has been amended. The purpose of Amendment 02 is to provide responses to questions received from industry. A summary of the questions and responses has been provided in the attached document titled quote mark Questions and Responses quote mark. Nine (9) additional attachments have been added to provide report information as part of a response to one of the questions received. The due date for responses remains the same at 12:00 p.m. Eastern Time, 9 April 2015. Contractors shall acknowledge their awareness and receipt of all amendments in their quote responses. All responses should be sent to the Contracting Officer responsible for this action, Kirstin B. Hazlewood, by email at Kirstin.b.hazlewood.civ@mail.mil. No telephone requests will be honored. All other terms and conditions set forth in the original combined synopsis/solicitation remain unchanged. The purpose of Amendment 01 is to extend the response date for quote submissions to allow the Government more time to respond to questions received from interested vendors. A second amendment will be posted containing the questions and responses once available. The due date for quotes has been extended to 12:00 p.m. Eastern Time on Thursday, 9 April 2015. Contractors shall acknowledge their awareness and receipt of this amendment in their quote responses. All responses should be sent to the Contracting Officer responsible for this action, Kirstin B. Hazlewood, by email at Kirstin.b.hazlewood.civ@mail.mil. No telephone requests will be honored. All other terms and conditions set forth in the original combined synopsis/solicitation remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-80 (2 March 2015). The solicitation number for this requirement is W91ZLK-15-T-0086. This requirement has been deemed a 100% small business set aside under the associated North American Industry Classification System (NAICS) Code 541513, Computer Facilities Management Services, which has a business size standard of $27,500,000.00. The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order with a base year plus two option years. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13.5, Test Program for Certain Commercial Items. Contractor shall provide a price to perform the requirements of the attached Performance Work Statement (PWS) for each of the following CLIN items: CLIN 0001Maintenance Support - Base Year1 JOB CLIN 0002Cost for Providing Accounting for Contract Services - Base Year CLIN 1001Maintenance Support - Option Year One1 JOB CLIN 1002Cost for Providing Accounting for Contract Services - Option Year One CLIN 2001Maintenance Support - Option Year Two1 JOB CLIN 2002Cost for Providing Accounting for Contract Services - Option Year Two See Performance Work Statement and Quality Assurance Surveillance Plan for contract requirement details. INSTRUCTIONS AND INFORMATION TO OFFERORS: Place of performance shall be at Aberdeen Proving Ground, MD 21005. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a. Detailed information showing that the Contractor is able to meet the performance requirements of the Performance Work Statement; b. Documentation showing current and valid authorization from Avaya to perform services on Avaya manufactured equipment (i.e. is a certified federal business partner of Avaya); c. Point of contact name and contact information, company CAGE code, DUNS number, and TIN. Contractor is required to provide data on Contractor labor hours (including subcontractor labor hours) for performance of this contract IAW the PWS. The cost, if any, for providing this data shall be entered into the space provided at the corresponding CLINs 0002, 1002, and 2002. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Partial quotes will not be evaluated by the Government. SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Contract Specialist via email no later than 12:00 p.m. Eastern Time, 18 March 2015, to Kirstin.b.hazlewood.civ@mail.mil. Responses to this solicitation must be signed, dated, and received no later than 12:00 p.m. Eastern Time, 23 March 2015.
