Description
Overview: The Government is seeking information to determine industry's capability to produce Lightweight Counter Mortar Radar (LCMR) Family of Systems spare and repair parts and provide engineering support services. This RFI is for planning purposes only, and shall not be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposal or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Description: The AN/TPQ-49 and AN/TPQ-50 are lightweight, 360-degree, rapidly deployable, man-transportable, digitally connected, day/night mortar locating radars that use computer-controlled signal processing of the radar signal data to perform target detection, verification, tracking, and classification of enemy and friendly mortars. It provides simultaneous hostile weapon locations, discrimination and friendly fire observation of mortars, cannons and rockets. The LCMR AN/TPQ-50 has improved range and accuracy for mortars. It is disassembled into man-portable cases which fit into a single up-armored M1152 or equivalent high mobility multipurpose wheeled vehicle (HMMWV). The LCMR is assembled and emplaced on or off the vehicle by a two person team. Interoperability and other performance requirements are delineated in the System Performance Specification. Acquisition Strategy: In August 2012, the United States Army Contracting Command awarded a three-year Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of engineering support services for the LCMR Family of Systems as well as spare and repair parts, provisioning and replenishment spares for fielded systems. The contract supports AN/TPQ-50 systems produced or fielded worldwide in the following areas: sustainment, technical and repair support, shipping, training, documentation (to include provisioning technical documentation to support the logistics requirements) and manual updates, field and sustainment level support required to maintain the AN/TPQ-49 (for FMS customers only) and the Army's Program of Record, the AN/TPQ-50 LCMR system. The PWS defines the requirements for mission critical Contractor Sustainment Support (CSS) for the AN/TPQ-49 (for existing FMS customers with open cases only) and the Army's Program of Record, the AN/TPQ-50 LCMR system. The CSS includes Contractor Field Service Representative (CFSR) services for Foreign Military Sales customers possessing the AN/TPQ-49 version of the LCMR. The Government does not possess a build-to-print technical data package (TDP) for the LCMR AN/TPQ-50. The Government hereby seeks updated information regarding industry's capability to provide spare parts, repair parts, provisioning and replenishment deliverables as well as the services for the AN/TPQ-50 and, if the need arises, services for the AN/TPQ-49 FMS customers. Responses will consist of an unclassified white paper. At a minimum, the white paper shall address issues a. though f. below: a.Quantities will vary depending on available funding and other factors. Provide sufficient supporting documentation, to include an integrated schedule showing key events such as contract award, any development and/or facilitization, ramp up, test events and deliveries. b.Provide an assessment of the technology and manufacturing of products produced by your company that closely match the performance of the AN/TPQ-49 and AN/TPQ-50 spare parts and engineering support services. c.Describe your quality processes with respect to production of spares, repair parts, replenishment and provisioning parts. d.Address key elements of supportability to include training, technical publications, supply support, repair, and maintenance. e.Provide the estimated minimum and maximum sustained production rates by month/year. Also identify required manufacturing facilities, personnel and all necessary resources to complete the effort. f.Clearly identify assumptions on which the response is predicated. As a minimum, identify any required Government furnished equipment (GFE) on which the schedule is predicated; and all required government support anticipated. Also identify and discuss plans and risks associated with reuse, or dependency on any other awarded contract. Company information will be verified via the Central Contractor Registration (CCR) database. Responses to this RFI must be unclassified and should not exceed 20 pages in length, be prepared on 8.5 x 11 inch paper, double spaced with fonts no smaller than 10 point, and one inch margins. Each page of the submission shall contain the document identifier in the document header. Responses are preferred in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint. Responses shall be provided through e-mail. Respondents should ensure labeling of information contained as proprietary. All interested firms are encouraged to respond to this notice by providing the information specified herein, on or before 1700 hours on 01 May 2015. Telephone or email requests for additional information will not be honored. Any UNCLASSIFIED questions regarding this RFI may be posted to FEDBIZOPS. The Performance Specifications for the AN/TPQ-49 and AN/TPQ-50 contain unclassified technical data disclosing military critical technology with military applications. Only businesses that have been certified by the Department of Defense (DOD), U.S./Canada Joint Certification Office may access the LCMR Performance Specifications.
