Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, New Mexico VA Health Care System (NMVAHCS), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), a contract, entitled "Dako reagent and service contract." This contract is necessary to provide the NMVAHCS Pathology and Laboratory with the reagents and consumables necessary to conduct numerous tests on patients using a previously purchased instrument system manufactured by Dako North America, Inc. The specific list of items is below. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 5 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 5 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. The Department of Veterans Affairs NMVAHCS plans to procure, on a sole source basis, the following: Dako Catalog#: Estimated QTY Description N/A9EnVision Flex Kit K53551111EnVision G/2 System/AP, Rb/Mo Specifications set forth in this procurement are specific to the Dako Autostainer Plus and substitutions cannot be used as they adversely affect the performance and test results of the instrument system. All reagents and consumables purchased will be new and compatible with the Dako Autostainer Plus. The manufacturer of record is defined as a company whose main occupation is the manufacturing of the items purchased which includes: A.Maintains a factory production line B.Maintains a stock of replacement consumables C.Maintains consumable literature (package inserts) D.Maintains and provides published and descriptive scientific literature that directly relates to the consumables that are purchased E.The vendor will have the ability to fill emergency supply requests when requested. F.The vendor will pay shipping fees for all consumables ordered. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 325413, In-Vitro Diagnostic Substance Manufacturing, and the business size standard is 750 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed price, IDIQ type contract, with one base year and two option year periods. Period of performance shall be for one year from date of award. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a capability statement. All information furnished must be in writing and must contain sufficient detail to allow the NMVAHCS to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 18 contracting office on or before 11:59 PM EST on April 3, 2015. All questions must be submitted in writing and can be emailed to Kyle Wood, Contract Specialist, at kyle.wood2@va.gov. A determination not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Acquisition Management (SAM) www.sam.gov. No collect calls will be accepted.
