- Project Title: VA Evidence-based Synthesis Program (ESP) - Research Report The Government hereby submits a notice of intent to award a sole source firm-fixed-price contract for research services for the Veterans Administration's Evidence-based Synthesis Program. Services performed shall provide timely and accurate syntheses of targeted healthcare topics of particular importance. The contractor shall research, collect, and assemble data on VA selected topics. A formal report shall be produced and submitted to VA Health Services Research & Development Service (HSR&D). The period of performance for this effort will be 12-months. This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the aforementioned requirement based on the application of FAR 6.302-3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. Information regarding the VA ESP can be found at: http://www.hsrd.research.va.gov/publications/esp/ Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the ESP. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. This is not a solicitation.
