NOTICE TYPE: Sources Sought/Request for Information POST DATE: March 27, 2015 RESPONSE NLT DATE: April 6, 2015 @ 2:00 PM EST NAICS CODE: 531120 - Lessors of Nonresidential Buildings (except mini-warehouses) SYNOPSIS THIS IS NOT A SOLICITATION: This is a Sources Sought notice issued in accordance with FAR 10.002(b) to conduct market research. This Sources Sought notice is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP), Request for Quotes (RFQ), or Invitation for Bids (IFB) or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested vendor's expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this Sources Sought is strictly voluntary. All submissions become Government property and will NOT be returned. CONTRACTING OFFICE ADDRESS: U.S. Department of Veterans Affairs Strategic Acquisition Center 10300 Spotsylvania Ave, Suite 400 Fredericksburg, VA 22408 POINT OF CONTACT: Stephanie Bellanger Contract Specialist stephanie.bellanger@va.gov I.OVERVIEW The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC) is requesting information and sources for a turn-key Office Hoteling Services Solution located in the Washington D.C. area for Veterans Health Administration (VHA) Veterans Access, Choice and Accountability Act (VACAA) Program Management Office (PMO) to support the business owners for VACAA of 2014, Title II, Section 202, Commission on Care (COC), for one (1) year and two (2) six-month option periods, totaling 24 months. The Veterans Health Administration (VHA) Office of Policy and Planning requires an office in order to accommodate staff commencing in mid-fiscal Year (FY) 2015. The office must be located within Washington, DC, or in a within a ten (10) mile radius of the District. The VHA requires a turnkey per seat or per person office services solution as they perform all necessary office functions incident to the efficient performance of their official duties. Such an office services solution is commonplace in the commercial market and is often referred to as either a business center arrangement or "hoteling" services wherein all office space, all ancillary services (reception, mail delivery, receipt and handling, etc.), and all furnishings are provided so that the user can perform normal work functions. The turn-key Office Hoteling Service Solution is to be utilized by an independent committee, who provides recommendations and oversight to Congress regarding VHA. The turnkey office hoteling services solution shall accommodate two (2) executive offices, which are approximately 180 square feet each; one (1) executive office, which is approximately 145 square feet, fifteen (15) cubicles with dimensions of 8x8x5 square feet each, and (1) medium conference room capable of table seating for 20. A site including (1) 500 person capacity auditorium in addition to the above listed requirements is highly desired but not required. This RFI may result in a solicitation. This RFI is intended to obtain information regarding vendors' capability to provide Office Hoteling Space/Services and commercial pricing information for Office Hoteling Space/Services. Submitted information should be in response to the specific objectives listed in Section II, Objectives and the questions in Section V, Information Requested from Industry. The SAC is requesting responses from all interested business concerns; the qualifying NAICS code for this effort is 531120 - Lessors of Nonresidential Buildings (except mini-warehouses). II.OBJECTIVES Objectives of the service include, but are not limited to, the following: 1.A turnkey office services solution consisting of Class A office space. The office services solution shall be located in a building defined by the Urban Land Institute as Class A and must meet common standards for Class A office space in the Washington DC area. These buildings represent the highest quality buildings in their market. They are generally the best looking buildings with the best construction, and possess high quality building infrastructure. Additionally, Class A buildings are well-located, have good access, and are professionally managed. As a result, Class A buildings attract the highest quality tenants. The space, furnishings, amenities and appearance of the offered solution shall facilitate a professional office and working environment in both appearance and amenities. 2.A turnkey per seat or per person office services solution, including all equipment, furnishings and administrative support (i.e., mail delivery, receipt and handling, and answer phone) necessary for a normal professional office environment. 3.The office space, furnishings, amenities and appearance of the offered solution shall facilitate a professional office and working environment in both appearance and amenities. 4.The office space shall comprise of an appropriate mix of cubicles, private offices and workstations and equipped with customary office furnishings. Office furnishings shall include all necessary office items such as desks, filing cabinets, workbenches, trash/recycle receptacles, chairs and guest chairs, etc., such as one would find in a modern office setting of new condition and with appropriate form, fit and function. 5.Common areas sufficient for the offered solution shall be provided to include: lunch and break room; and reserved conference space appropriate to the offered solution for the personnel at the location. All common areas shall include necessary including furnishings, electricity, bandwidth, etc. Break room shall be equipped with a coffee machine. 6.Ability of the contractor to provide a five hundred (500) person capacity auditorium or conference area for public hearings is highly desirable but not mandatory. Such an auditorium should have public audio-visual system capable of broadcasting to the entire audience. 7.Standard maintenance/repair and infrastructure support services to include janitorial, housekeeping, and snow removal. 8.Standard maintenance/repair and infrastructure support services to include vendor provided facsimile machine and standard professional support (i.e., mail receipt and delivery, phone trouble calls, office machine malfunctions, etc.). 9.The office services solution shall include a set-up for each individual work station and a set-up service for fifteen (15) hoteling Full-Time Employees (FTEs) (mail service, and so forth). Follow-on services will be performed on an as needed basis by the contractor. The set-up service requirement will vary slightly from time to time. 10.Telephone set-up with analog and digital capabilities for three (3) private offices, one (1) conference rooms and the lobby (lobby size should be sufficient to seat six people). Three (3) private offices, fifteen (15) cubicles, and lobby shall include digital phone lines. Three (3) private offices shall include digital phones (VOIP). Fifteen (15) cubicle workstations shall include digital desk phones (VOIP). The conference room shall include an analog/digital compatible conference phone line and wireless internet access. 11.Each work station shall include: electrical hookup, internet access, and cable access upon resolution of security issues and hook-up to VA switch. 12.Available amenities and ancillary/support services (i.e., access to mass transit, parking, etc.) conducive to an effective and productive business and professional environment. 13.Floor plans for the offered space and a valid Certificate of Occupancy for the intended use of the Government and shall meet, maintain, and operate the building in conformance with all applicable current codes and ordinances. 14.Offered space shall meet the applicable egress requirements in National Fire Protection Association (NFPA) 101, Life Safety Code or an alternative approach or method for achieving a level of safety deemed equivalent and acceptable by the Government. Offered space located below-grade, including parking garage areas, and all areas referred to as "hazardous areas" (defined in NFPA 101) within the entire building (including non-Government areas), shall be protected by an automatic sprinkler system or an equivalent level of safety. Additional automatic fire sprinkler requirements will apply when offered space is located on or above the sixth (6th) floor. Unrestricted access to a minimum of two (2) remote exits shall be provided on each floor of Government occupancy. Scissor stairs shall be counted as only one approved exit. Open-air exterior fire escapes will not be counted as an approved exit. Additional fire alarm system requirements will apply when offered space is located two (2) or more stories in height above the lowest level of exit discharge. 15.The building and the provided space shall be accessible to persons with disabilities in accordance with appendices C and D of 36 CFR Part 1191 (Architectural Barriers Act (ABA) Chapters 1 and 2 and Chapters 3 through 10 of the American Disabilities Act-ABA Accessibility Guidelines). 16.The office area shall be free of all asbestos containing materials, except undamaged asbestos flooring in the space or undamaged boiler or pipe insulation outside the space, in which case an asbestos management program conforming to Environmental Protection Agency guidance shall be implemented. The space shall be free of other hazardous materials and in compliance with applicable Federal, state and local environmental laws and regulations. 17.Hoteling Services, HVAC, and maintenance will be provided daily, extending from 8:00 a.m. to 5:30 p.m. except Saturday, Sunday, and Federal holidays unless specifically requested by the Government (e.g. overtime work). The Government and authorized contracted staff shall have access to the space, 24/7, 365 days per year, including the use of electrical services, toilets, lights, elevators, and Government equipment without additional payment. 18.Appropriate network connectivity is required to support for no less than 20 personnel. Information Technology (IT) drops based on FTE and conference room requirements. The Government will require a secure location in the communications room of the facility where the office services solution is provided. Wireless internet access is required to support the personnel located in the facility in addition to hard line IT services. There is a distance limit of Cat5/Cat 6 of 100 meters; the offices /cubicles must be within the 100 meter threshold for the connections form the jack to the switch - this includes horizontal and vertical distance. 19.Standard environmental services must be provided inclusive of pricing and must include at a minimum: heat, electricity, potable water (hot and cold), snow removal, daily trash removal and janitorial, chilled drinking water, air conditioning, toilet supplies, sufficient restroom facilities, elevator service sufficient for the staff, lighting, replacement of lamps, tubes, and ballasts. Window washing and carpet cleaning shall be accomplished at least monthly or the customarily number of times for other clients. 20.The office services solution for this location shall include the following: a.Mail Receipt and Handling; b.24/7 secure access to office space (365 days per year). The contractor will provide badges to Commission members to facilitate access to facility and office space. c.24/7 secure access to internal parking garage to include parking consistent with the number of personnel onsite (20 staff + 4 VIP/visitors); d.Lobby Listing e.One (1) conference room to include the following: 1. One (1) Medium Conference Room: approximately 600 square feet. This conference room shall include executive style conference table(s) with seating. Conference table(s) must allow seating for 20 people. This room requires one Cat-5 IT outlet and one electrical power outlet for each of the 20 FTEs. The conference room shall have a conference table with 20 chairs. f.IT and office services support for vendor furnished equipment (facsimile machine, etc.) during regular business hours for all equipment. g.Audio and web conferencing programs and access. h.A multi-function (i.e., copy, fax, collate, scanner) copier machine (within the office space requested) will be provided by the contractor. i.A secure telephone/IT (IT switch, telecom equipment, and cross connects from the patch panel to the switch, etc.) closet keyed, specifically, for authorized staff. j.Shredding and secure recycling services. k.Office supplies III.GOVERNMENT FURNISHED PROPERTY The Government will furnish its own computer equipment (i.e., computers, desktop, and printers) and servers. Initial access to the internet shall be via virtual private network. IV.SECURITY REQUIREMENTS VA security requirements must be considered as described here. VA police and the Federal Protective Service shall have the right of access to VA space in performance of their duties, 24/7, 365 days per year. Vendor's personnel performing normal support functions (mail delivery, etc.) under any resulting contract will be required to have a National Agency Check with Inquiries background check in accordance with the security requirements. V.INFORMATION REQUESTED FROM INDUSTRY In response to the Sources Sought, interested vendors shall submit the following information/answers: 1. OFFICE HOTELING SPACE/SERVICES a.Where is your office hoteling facility located? b.What is the nearest metro station to your office hoteling facility? c.How far is the nearest metro station to your office hoteling facility? d.Does your office hoteling facility have a parking garage or lot? If so, is it secured or open to the public? e.Does your office hoteling facility include security officers? If so, describe what the facility's standard security officer's duties and hours are? f.Does your office hoteling facility include a receptionist? If so, describe what the facility's receptionist duties are? g.Are there any items listed in the Section II, Objectives, your company can not meet? If so, identify the item by reference you cannot meet and an alternate solution (if any) your service provides? Is the alternate solution inclusive of pricing or extra expense? If extra expense, provide the extra expense in the pricing information section submitted in response to this notice. h.Are there any standard commercial practices not addressed here? 2. COMPANY INFORMATION/SOCIO-ECONOMIC STATUS: a.Provide the company size, DUNS #, Cage Code, and POC information (name, e-mail, address, telephone, and fax numbers). b.VA has identified the appropriate North American Industry Classification System (NAICS) Code 531120 - Lessors of Nonresidential Buildings (except mini-warehouses) which has a size standard of $27.5 million for this Sources Sought. Please identify and explain any other NAICS codes your company believes would better represent the Office Hoteling Space/Services. c.Indicate whether your company, Sub-Contractors, teaming partners, or joint ventures has a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, or Hub Zone Business. If Service Disabled or Veteran Owned Small business, is your company and/or partners registered in VA's Vet-Biz repository? 3. BACKGROUND/PAST EXPERIENCE: Vendors should also provide supporting documentation, which describes past projects that are similar in scope and addresses prior experience in Office Hoteling requirements with the VA. All questions listed below must be answered completely. a.How long has your company provided Office Hoteling Space/Services? b.What is your company's experience in providing Office Hoteling Space/Services for the Federal Government? c.Specifically, what is your company's experience in providing Office Hoteling Space/Services for the VA? d.What relevant current contracts does your company currently hold? i.Provide the following information on three (3) contracts your company has or had with the Government or non-Government customers of similar size or scope within the last three (3) years: 1)The name, address, and dollar value of each contract; 2)The name, telephone and email address of the Contracting Officer and Contracting Officer's Technical Representative of each contract; 3)A description of each contract, including difficulties and successes; and 4)Your company's role provided for each contract. 4.PRICING FOR INFORMATION ONLY: Provide your commercial prices for the Office Hoteling Space/Services. The pricing shall be inclusive of all items listed in Section II, Objective. Price should also include a per-seat average based on the total quantity of seats requested (inclusive of furnished cubicles and offices). Pricing information should also include discounted rates, and terms of hoteling. NOTE: the Government is not requesting information relating to a standard leasing agreement (contract). In addition, provide any commercial services and fees or charges outside of your all-inclusive rates. 5. OTHER MARKET INFORMATION: Provide any other relative information. Submissions must be properly marked. 4.Mark your response as "Proprietary Information" if the information is considered business sensitive. 5.Provide electronic advertising/marketing literature materials for the Office Hoteling Space/Services your company provides. 6.Provide a copy of your company's hoteling standard terms and conditions, which are offered in the commercial marketplace. 7.Responses should be single-spaced, 12 point-font, with numbered pages and should not exceed 20 pages in length, including cover page, appendices, tables and figures.
