Description
Synopsis: 1. This requirement is for centralized credentialing and privileging services and support to the Army National Guard (ARNG) Office of the Chief Surgeon (CSG). The contractor shall support the CSG in transitioning ARNG providers with initial entry credentialing, maintenance of credentialing and privileging, and support the Centralized Credentials Privileging Board's review of completed credentials and privileging files. The contractor shall also provide support to the ARNG-CSG in the development of the accessions credentialing process and shall be the primary point of contact for all ARNG providers for centralized credentialing and privileging. The contractor shall provide personnel with the technical knowledge and experience to ensure performance of the contract. In the context of healthcare, quote mark credentialing quote mark describes a process of assessing and reviewing the qualifications of the health care practitioner. The credentialing process includes review of the licensure, training and education of skilled care providers (e.g. Physicians, Dentists, Family Nurse Practitioners and Physician Assistants) and assures their clinical competency and that they maintain regulatory compliance in their scope of practice. This process is mandated and defined in the civilian sector by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the National Committee for Quality Assurance (NCQA), the Bureau of Primary Health Care (BPHC), and the Accreditation Association for Ambulatory Health Care (AAAHC). The credentialing and privileging process within the military is dictated by Army Regulation (AR) 40-68. Privileging is the process that health care organizations employ to authorize practitioners to provide specific services to their patients. 2. The contractor shall provide Program Management services for consultation and coordination with the Government COR during core hours between the hours of 0800-1700 (8:00 AM - 5:00 PM), Eastern Standard or Eastern Daylight Savings Time, depending on the time of the year, on Monday through Friday, except on recognized U.S. holidays or when the Federal Government is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government is not closed for the preceding reasons. The actual performance location, and applicable Wage Determination area, shall be determined upon contract award, based on the vendor's proposal and facilities, as approved by the Contracting Officer, based on review and favorable recommendation by the COR. 3. It is the Government's intent that the work will not be performed on-site at Arlington Hall Station, but at the vendor's facilities, subject to the requirements for proper protections of Personally Identifiable Information (PII). When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. 4. The actual credentialing and privileging monitoring database services for the Army National Guard are provided through a separate subscription with the Council for Advancement of Quality Healthcare (CAQH), 1900 K Street, NW Suite 650, Washington, DC 20006, Sunday through Saturday, 24 hours a day; this is access point to the database which the contractor's credentialing application and monitoring data set must be able to access and accurately process credentialing and privileging data.
