Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genomics MiniCore Facility plans to procure on a sole source a 12 month maintenance service contract with Life Technologies, 6055 Sunol Blvd, Pleasanton, CA 94566. The purpose of this acquisition is to provide preventative maintenance for government Genetic Analyzer and DNA Analyzer. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Genomics MiniCore Facility is a CORE Facility that provides sequencing to over 500 users within the NCI. The core was established over twelve years ago with a steady increase in usage each year. This service contract will help keep all of the core instruments operating at optimal capacity. The current requirement of the Genomics MiniCore Facility is for a 12 month service contract for two Genetic Analyzers and one DNA Analyzer. Life Technologies is the sole service provider of this equipment and the company able to meet all the required specifications of NCI. Life Technologies customers receive onsite priority response as an important feature of Life Technolgies Assurance Service Plan. Customers receive guaranteed two business day priority on-site response. In addition, Life Technology engineers are required to provide a four hour phone response when dispatched to a service request. Annual planned preventative maintenance visit is automatically scheduled. Spectral Dye Calibration is done during preventative maintenance which involves analysis of signal strength from standard pure dyes to adjust software for correct data output. All covered replacement parts are certified and guaranteed to optimize instruments performance and reliability. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on April 10, 2015. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC52553-24 on all correspondence.
