USCG Air Station Sitka Housing (10 Units) Asbestos Abatement SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. This is a market research tool to determine the availability of sources prior to RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Coast Guard, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on the offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. All small businesses as well as large businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of a full and open competition is in the Government's best interest. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Your response is required no later than 15 APRIL 2015 VIA THE DOCUMENT SUBMISSION OPTION Your SOC shall include the following: (1) full name and address of the firm; (2 ) name of two principals (including title, telephone numbers); (3) copy of any certifications (if 8(a) certified, provide the SBA Business Opportunity Specialist name and phone number assigned); HUB Zone certification, Women Owned Small Business (WOSB) status, and SDVOSB status or Small Business status; (4) DUNS number and CAGE Code; (5) provide information on two (2) similar recent past projects that best illustrates your qualifications for this contract. IF YOUR FIRM IS INTERESTED IN THIS PROJECT AND INTENDS TO SUBMIT AN OFFER IN RESPONSE TO A SOLICITATION FOR THIS ACQUISITION. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, and capability required to remove asbestos (primarily in flooring and mastic materials) in 10 of 48 housing units along with renovating kitchens and general interiors at the USCG Air Station Sitka military family housing area. The remaining housing units will be completed in separate fiscal years, as transfer season allows at USCG AIR STATION SITKA. Repairs include, but are not limited to, the following: Following asbestos abatement of flooring materials, major renovation work includes replacing all flooring, a full kitchen renovation, and installing new entry doors accessing the arctic entry/kitchen area. Kitchen renovation work also includes installation of new cabinetry, lighting, and dishwasher and stove appliances (with the exception of re-installing existing refrigerators). Additional work throughout the units includes removing and installing all new trim, and patching/painting of walls, trim, and ceilings. During the process the following items will occur: • Removal of Asbestos Containing Materials (ACM). The existing asbestos containing floor tile throughout the housing units will be removed and disposed of properly. This ACM floor tile is located under existing carpeted areas in the first floor living/dining room, and under carpet in the second floor bedrooms and hallways. ACM is also under kitchen and bathroom vinyl sheet flooring. ACM tile is typically beneath ½" particle board underlayment in most areas, though the current pilot project indicates inconsistent subfloor placement (example: Unit 12B carpet was placed directly over ACM tile in the bedrooms, dining room, and living room). ACM is not in the newer arctic entries or in the interior stairways. • Renovation of Kitchens. In order to facilitate removal of ACM flooring, existing kitchen cabinetry and appliances will be removed. Rather than reinstalling existing appurtenances, a full kitchen renovation will be performed. This includes replacing cabinetry, lights, sinks & faucets, appliances, adding soffits, and replacing the door accessing the arctic entry. The only existing items that will be reinstalled are the refrigerators. Work requires detailed plumbing and electrical work by associated tradesmen. • Bathrooms. Only flooring and base cove will be renovated. Existing cabinetry and fixtures to remain. Installation of ¼" plywood surface may be necessary prior to laying down vinyl sheeting in bathrooms. Some rot repair and mold abatement is anticipated in the bathrooms, and potentially elsewhere (adjacent flooring areas, or in kitchen spaces). • Replacement of flooring and base trim throughout. The kitchen, laundry, and bathroom area flooring will be replaced with vinyl flooring and rubber wall base. The non-ACM arctic entry vinyl floor shall be replaced with new vinyl flooring and rubber wall base that matches the new interior vinyl. The remaining first floor area will be finished in laminate flooring with wood base. The remaining second floor and stairs will be carpeted with wood base. • Replacement of all wall trim. Prior projects throughout the housing units have resulted in inconsistent trim work from house to house and room to room. All perimeter door, window, and closet casing throughout will be removed and replaced in a consistent and uniform manner to compliment new wood baseboard trim with matching material, color and style. • Patching and painting of walls and ceilings throughout. Work will be coordinated with trim replacement, kitchen remodeling, and flooring installation. (Note: Some wall areas require substantial patching.) • Option Items: Replace all interior doors (bedrooms, bathrooms and closet doors). Project Background The existing housing units were originally constructed on Annette Island, just south of Ketchikan in 1969 and relocated to Sitka in 1977, when the asbestos vinyl tile was originally installed. The ACM tile was encapsulated with subflooring in the mid 1980s, but is deteriorating. Only the bathrooms have been recently remodeled (ca2012). Local housing managers noted recent problems with ACM being exposed during PCS moves, as the encapsulating subfloor deteriorates due to repetitive flooring replacement and materials approaching design life limits. The existing ACM tile is also becoming more brittle and friable with age, posing a greater risk when exposed. Two units were officially listed as uninhabitable due to inability to safely contain the ACM, and are the ones being abated under a pilot project (5023001 Renovate Sitka Housing and Abate Asbestos - Pilot Project). Housing managers have identified 12 more units as high risk, and the pilot project revealed that some rooms lack proper encapsulating subfloors. In addition to removing hazardous flooring materials throughout the housing units, this is a project to bring the housing kitchens back up to modern standards. The kitchen appliances are dated (ca1994) and difficult to repair, due to obsolescence. Impact of Denial The brittle asbestos flooring and deteriorating or absent encapsulating subfloor requires constant oversight, with 12 homes presently identified at high risk of not being suitable for occupancy. There is general concern that the hazardous flooring will eventually pose a problem in the remaining units, as 30+ year-old ACM tile and encapsulating subflooring continues to deteriorate. A plan was developed for orderly asbestos abatement and major kitchens renovations in 2014 for all 12 houses (48 units). Denial will result in potential asbestos exposure to future workers and occupants. Since this residential housing is located in an area where housing is difficult to obtain during summer PCS season, failure is unacceptable. Project Location The 10 unit renovation project is located in 6 buildings along Lifesaver Dr., adjacent to Air Station Sitka on Japonski Island. The specific units undergoing abatement and renovation during this FY15 project are: 1) 2A, 2) 2B, 3) 5A, 4) 5D, 5) 6B, 6) 10A, 7) 10C, 8) 13C, 9) 13D, and 10) 15D. The units were selected on the basis of availability due to this year's transfer season. Sitka is accessible only via ferry or air service. Statement of Capabilities Submittal Requirements: The Statement of Capability (SOC) will determine the feasibility and/or basis for the Government's decision to proceed with acquisition. Interested firms must submit a SOC, which describes in detail the firm's capability of providing the work described above. Environmental: A NEPA checklist and Categorical Exclusion has been completed as part of the current pilot project (5023001 Renovate Sitka Housing and Abate Asbestos - Pilot Project). This project included all 12 fourplex houses, has been reviewed and has been determined categorically excluded from further environmental documentation in accordance with 2.B.2, subsection (a), of the National Environmental Policy Act (NEPA) Implementation Procedures, COMDTINST M16475.1C, and Categorical Exclusion No. 2.q. as promulgated in Federal Register, Vol. 67, No. 141 (July 23, 2002). PROVIDED BY FBO. All information requested above must be submitted in the format above and in sufficient detail for the CG to make a determination as to the applicable set-aside for the solicitation. A plan holders list will not be available for the project from this office. This sources sought is issued solely for information and planning purposes.
