Section M Amendment 0002 30 March 2015 The Range and Network Division (SMC/RN), Air Force Space Command, is amending the RN SE&I RFP. The amendment provides clarification to past performance evaluation criteria in the original RFP. Changes correct discrepancies, errors, and omissions in the original RFP. Please see the following attachments: Amendment of Solicitation 0001 and signed copy, Attachment 1 - Performance Work Statement, Section L, and Section M ********************************************************************* 12 March 2015 The Range and Network Division (SMC/RN), Air Force Space Command, invites all prospective small business contactors to review the Request for Proposal (RFP) and submit a proposal for RN SE&I. The RN SE&I effort will provide SE&I services for SMC/RN's three programs; the Air Force Satellite Control Network (AFSCN), the Launch and Test Range System (LTRS) and the Space Training Acquisition Office (STAO). Please see the following attachments: RFP Cover Letter, Solicitation, Section L, Section M, and Cost Price Template. ********************************************************************* Pre-Synopsis #: 15-044 NOTICE OF PROPOSED CONTRACT ACTION (NOCA) This announcement serves as notice that Air Force Space Command, Range and Network (RN) Division, anticipates the release of solicitation number FA8806-14-R-0001, for RN Systems Engineering and Integration (RN SE&I) support on or about 11 March 2015. This acquisition is a small business set-aside. The closing date for receipt of proposals will be specified in the solicitation. The RN SE&I effort will provide systems engineering and integration services for RN's three programs: the Air Force Satellite Control Network, the Launch and Test Range System, and the Space Training Acquisition Office at locations to include Los Angeles Air Force Base (AFB), Patrick AFB, Vandenberg AFB, and Peterson AFB. While the Government maintains oversight and ultimate decision authority, the RN SE&I contractor will be responsible for key functions and products including, but not limited to, planning support, requirements development and management, integration between projects, integration within projects, test support, transition/turnover, and executing/evolving standardized enterprise systems engineering processes. This effort will have a one-year base period of performance plus five one-year options commencing in fiscal year 2016. The types of contract will consist of Cost Plus Incentive Fee for integration and systems engineering execution, Firm Fixed Price for architecture support and information protection support, and Cost Plus Fixed Fee for special studies. The NAICS code is 541712, with an applicable size standard of no more than 1,000 employees. The product service classification is R - Professional, Administrative and Management Support Services. An Ombudsman has been appointed to consider and facilitate resolution of concerns from Offerors, potential Offerors, and others interested parties pertaining to this acquisition.
