- The US Army, Project Manager, Apache Attack Helicopter, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support, the requirement for a fire detection system (ability to geo-locate fired munitions including small through large caliber, RPG, MANPADS, missiles, etc.) for the AH-64E. The fire detection system shall be a 360-degree surveillance system that uses any or a combination of acoustics, infrared (longwave, shortwave, or midwave), and/or radio frequency, to locate enemy shooters for more accurate return fire. Potential solutions may utilize existing Army systems as part of the GFAD solution. Multi-use sensors, to include sensor fusion, should be considered for future growth opportunities. The sensor system shall detect line-of-sight and non-line-of-sight hostile fire and classify these as small arms through large caliber, RPG, MANPADS, missiles, etc. The result of this market research will contribute to determining the method of procurement and the scope of this initial development effort. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, DUNS number, CAGE code, and size and type of ownership for the organization; 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of performance, organizational, and staff capability; 3) Information paper (not to exceed 20 pages) detailing potential solution/s to satisfy this requirement and the qualification status and technology readiness level (IAW quote mark Technology Readiness Level Assessment Guidance, quote mark dated April 2011) of the proposed system/s. Additionally, the information paper should include parts required, power consumption, trades of concepts, and unclassified past performance numbers for accuracy and range and the source of those numbers (test events); 4) Rough Order Magnitude for the unit price of the proposed solution; and 5) Recommendation for the type of contract for this effort and rationale. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide a qualified GFAD solution within cost and desired schedule constraints; 2) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 3) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 4) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. The government is interested in all businesses, to include 8(a), small business and small disadvantaged business, service-disabled veteran-owned, HUBZONE, and women-owned small business concerns. Telephone inquiries will not be accepted or acknowledged. No feedback or evaluations will be provided to companies regarding their submissions.
