- The US Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) is conducting market research to identify potential small business sources (including 8(a), veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business concerns) with the capacity and technical capability necessary to successfully perform the requirements described herein. The subject requirement will provide technical support to EPA?s Office of Policy (OP), Office of Sustainable Communities (OSC) in achieving its mission make a visible difference in communities through smart growth approaches. Growing smart means that we use our existing resources efficiently and preserve the lands, buildings, and environmental features that shape our neighborhoods, towns, and cities. Smart growth approaches have environmental benefits such as improved water and air quality; increased preservation of open space; and the clean-up and re-use of brownfield sites. To accomplish these goals technical assistance will focus on training headquarters, regional and other federal staff to support sustainable community efforts; promote agency priorities like green infrastructure, climate change, economic development and equity; connect with other federal resources; and deliver technical assistance to priority communities. These services are currently provided by incumbe nts Renaissance Planning Group, Inc. (RPG), SRA International, Inc. (SRA) and CH2M Hill, Inc. (CH2M) under EPA multiple award contracts EP-W-11-009/010/011. All current multiple award contracts are scheduled to expire January 27, 2016. The Government anticipates utilizing a multiple award structure, awarding multiple, five (5) year cost-reimbursement type contracts in accordance with the procedures under FAR Part 15 - ?Contracting by Negotiation.? The proposed acquisition is valued at approximately $10 -12 million (inclusive of all awards), including all options. The North American Industry Classification System (NAICS) code for this procurement is 541620. The small business size standard for this NAICS category is $15.0 million in annual receipts (or income) as defined under 13 CFR ? 121.104. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a sources sought notice for written information only. The purpose of this notice is to invite interested small business concerns to submit a brief capability statement, delineating a business approach for meeting the requirements in the draft Performance Work Statement (PWS). The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. Capability statements must address technical competencies, and management/personnel experience relative to: (1) the key task areas in the draft PWS; and, (2) the overall business demands of the proposed acquisition for the best mix of cost, performance, and schedules. In addition, capability statements must address the concern?s capacity to manage the anticipated volume of work for this requirement. Finally, general financial and organizational information should be provided concerning: (1) average number of employees of the concern; (2) average annual receipts based on the last 3 fiscal years; and, (3) a description of other current business commitments (i.e., contracts, etc.). Interested parties shall be concise in their capability statements, and limit responses to no more than 10 double-sided pages. Capability statements shall be responsive to all information items requested herein to allow for an accurate business assessment. Standard brochures and paraphrasing of the PWS will not be considered a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements; and no telephone calls and/or requests for a solicitation will be accepted. All responses should only be sent via email to kuhn.jennifer@epa.gov. The deadline for submitting capability statements is April 21, 2015, no later than 2:00 PM EST.
