- Sources Sought Synopsis 26 march 2015 MICC Fort Bragg Contracting Office is issuing a sources sought synopsis as a means of conducting market research to identify adequate Small Business having an interest and the resources to support this requirement for Advanced Civil Information Management (CIM) Distance Learning (DL,), Advanced CIM Resident Training, and Advanced CIM Situational Training Exercise (STX), for Fiscal year 15. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611420 quote mark Computer Training quote mark with a size standard of 10 Million. THERE IS NO SOLICITATION AT THIS TIME: This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. SCOPE OF WORK Advanced CIM Distance Learning (DL) Provide a DL computer based training phase consisting of 16 hours of training as a pre-requisite to give the student knowledge on basic navigation of AXIS Pro to reduce resident phase instruction time and can also be used as a refresher course after completing Advanced CIM Training. Conduct/maintain student progress/tracking of each student's DL computer based training and provide for a testing mechanism as a check on each module of the training. Advanced CIM Resident Training Develop practical exercises to reinforce skills/knowledge attained by students for each training objective. Develop and provide handouts, guide and/or enhance each block of instruction as required to support terminal/enabling learning objectives. Provide instruction on the Civil Information Management (CIM) processes and cycle. Provide instruction on the integration of the CIM processes into Army planning cycles (Military Decision Making Process (MDMP), non-lethal targeting, etc). Provide instruction and familiarization on Civil Data Collection forms (Joint Civil Information Management - JCIM forms) and integration into data base during collection/collation cycle. Provide instruction on planning Civil Information collection. Provide instruction on configuration of AXIS Pro and conduct a practical exercise relating to Civil Affairs Operations (CAO), /Civil Military Operation quote mark CMO quote mark. Provide instruction on data management within AXIS Pro and conduct practical exercise relating to CAO/CMO. Provide instruction on quote mark Entity Creation quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Creating a Link Diagram quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Case Manager quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Text Extraction quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Excel Import/Export quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Advanced Search quote mark in AXIS Pro and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark 2D Maps quote mark development/utilization in AXIS Pro and conduct practical exercises. Provide instruction on quote mark XOIs quote mark and conduct practical exercises. Provide instruction on quote mark Alarms and Alerts quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Visualization Tools quote mark and conduct practical exercises relating to CAO/CMO. Provide instruction on quote mark Synch Matrix quote mark and conduct practical exercises relating to CAO/CMO that integrates into Army planning cycles (MOPs/MOEs, LOOs/LOEs and PIRs/CCIRs) and non-lethal targeting cycle. Provide a 1 to 10 instructor/student ratio with a maximum student capacity of 20 per course. Provide student practical exercise scores GO/NO GO after completion of the course. Provide students course evaluations and submit to COR after completion of course. Advanced CIM Situational Training Exercise (STX) Provide an STX that focuses on the collective task of CIM and links MOPs/MOEs, LOOs/LOEs, and CCIR. Develop a specific quote mark road to war quote mark scenario with pertinent background information pertaining to the civil environment to support a CAO/CMO-focused STX that exercises the CIM Processes. Develop and provide scenario vignette(s) that allow students to collectively conduct CIM using AXIS Pro and that integrate into the Army planning and non-lethal targeting cycles. Provide the quote mark drivers quote mark that force student progression through the CIM process using all the skills attained during the 40-hour instructional phase and AXIS Pro (FRAGOs, Reports, etc). Develop, provide, and drive the STX information and products that culminate with the students briefing a final product which meets course terminal/enabling learning objectives. Ensure the culminating event (STX) provides the mechanism to demonstrate a comprehensive understanding of the CIM process, the information cycle, its integration into the Army planning cycle, and the use of AXIS Pro. The Government is not requesting technical/management proposals. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.
