This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain subject matter feedback for project planning purposes. Your responses to this RFI will assist the Government in determining whether the work should be contracted out and, if so, the appropriate procurement method, and whether or not a small business, 8(a), or SDVOSB set-aside is possible. The Nuclear Regulatory Commission (NRC) in Rockville, Maryland is conducting a Market Survey to determine the capability and expertise of businesses to provide enterprise wide master data management services. Introduction: NRC seeks to establish a new master data management (MDM) program that supports the Agency mission by making sure all stakeholders get the most accurate and timely information from a trusted source - allowing them to make better programmatic decisions. MDM will achieve this by establishing authoritative data owners, forming data usage rules and standards, and identifying and implementing a data sharing solution that allows systems, offices, programs, and stakeholders throughout the Agency to get the information they need when they need it. Specific Information as to the functionality sought is listed below. Background: The NRC currently has multiple systems that rely on important data elements for purposes of workload management, fee billing, and regulatory decisions and actions, etc. Data elements include time charge codes, licensee information, and staff information. These systems were developed in various technologies, such as Java,.NET, and ColdFusion. They utilize various database management systems such as Sybase, SQL Server, Oracle and DB2. They also run on various operating systems (OS) such as Windows Server and unix-based OS such as Solaris and Linux. Due to the mixture of system technologies and databases, there are varying methods for data exchange. The main methods of data exchange utilized are: • Exporting data to a flat file and transferring to a secure staging server through SFTP; • Sending data to another database or server through data transformation services; • Accessing data from databases residing on the same DBMS through system account creation and access control. Future method(s) of data exchange should be cost effective and require minimal maintenance when there are changes to data schemas. For instance, in the past, integrated software was purchased for Sybase to retrieve data from other database management systems. This was an additional cost that could have been avoided with a proper data exchange solution. There is also a data exchange between systems that are externally hosted (not hosted at NRC) and those hosted internally. Currently, the exchange uses the flat file method, but any change in the existing process should ensure the availability of data to external users. Externally hosted systems can be accessed by users who are not NRC employees, therefore, the timeliness and accuracy of the data is important. The exchange should also ensure data security, including data integrity protection. This is especially true for data that crosses system boundaries, as is the case with data that is exchanged between internally and externally hosted systems. A repository of shared services for data and a process/system for data exchange amongst these different systems is needed.The process for data exchange should ensure sharing of timely, comprehensive, relevant, accurate, and trusted data. Product and/or Service Information: 1) Given the NRC's current mix of technology, what products would you provide or services would you perform to consolidate and modernize the current environment while leveraging existing technology currently in place at the NRC to the largest extent possible? 2) Please provide a proposed infrastructure design to address MDM service requirements across the enterprise. This design should be approached from an enterprise level. 3) Do you currently provide or support any products, solutions, or implementations at the NRC today? If so, please describe. Costs and Fees: 4) Please provide a copy of your pricing list for the equipment, software and services that you would propose; if it is available via the Federal Supply Schedules, please include a copy of your GSA Schedule pricing in your response to this RFI. 5) Please differentiate between one-time expenses for hardware, software, and services and recurring or ongoing expenses for maintenance. 6) What is the useful life of an MDM solution? How often should the NRC consider replacing an implemented solution? 7) What is the useful life of the solution you would propose to the NRC ? Implementation: 8) Please provide a sample implementation plan, including the average time it would take to deploy your solution and have a functioning capability in place. Please provide details on transition, cutover process, and installation. What information would a vendor need from the NRC to create an NRC specific implementation plan? Please be specific. 9) Please provide references for MDM implementations that you have supported for other government and non-government agencies and organizations. Security and Security Management: 10) Please describe the security management features available with your product and/or services. All products and services, premise or cloud based, must adhere to applicable DISA Security Technical Information Guides (STIGs). Services/Support:: 11) Provide an overview of your professional /consulting services supporting the implementation of your products. a. What type of consulting services do you offer? b. What types of training do you provide for your products and/or services? c. What types of support are available for your product? Technical: 12) What system interfaces and/or architectures would you recommend to link NRC systems to your proposed solution? 13) Please describe the different roles of who can administer and make changes to the enterprise wide MDM implementation being proposed, including listing specific roles and their functional management capabilities; i.e., end-user, services administrator, network engineer, etc. 14) How is redundancy and fault tolerance engineered into your solution to prevent single points of failure and outages? 15) Please describe how you would provide for data quality. For example, how would your solution address data conflicts? Purchasing Options: 16) Do you offer any provisions for leasing or other alternatives to purchasing equipment and software as a capitol expense? If so, please provide examples of your alternatives. 17) What model would you propose to reduce costs over the life of an enterprise wide MDM implementation?
