- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the National Human Genome Research Institute (NHGRI) intends to negotiate and award a Purchase Order without providing for full and open competition to History A&E, 235 East 45th Street, New York, NY, 10017,for education and public engagement film services. DESCRIPTION OF REQUIREMENT Background: NHGRI would like to use footage previously recorded for the exhibition, Genome: Unlocking Life's Code, including stock footage and graphics, to develop educational and outreach videos on topics related to the Human Genome Project. The final production videos created will be determined through discussion with NHGRI staff and based upon the ability to optimize the resources provided. The original interviews were produced as a set of four films covering the history of the Human Genome. The interviews captured the thoughts and words of genomic thought leaders. Hours of video footage was recorded, but only a small portion was utilized in the exhibition's interactive. NHGRI proposes to use the remaining footage to create educational and public engagement films that will underscore the historical and social relevance of the Human Genome Project and genomics. In spring of 2013, a new exhibition at the National Museum of Natural History (NMNH) opened that focuses on the human genome and who humans are in the context of the natural world. The 4,000 square-foot exhibition is the product of a partnership between the museum and the NHGRI. The exhibition celebrated the 10th anniversary of sequencing of the human genome and the 60th anniversary of Watson and Crick's discovery of the double helix structure of DNA. After a year at the museum, the exhibit will travel to other venues, extending its reach to an even broader audience. The exhibition featured a number of engaging interactives, including a 32-inch video monitor featuring a timeline on genomics with researchers describing early scientific discoveries, the Human Genome Project, and what's been learned from sequencing the genome. Interviews with researchers involved in current genomic studies communicate their excitement about the future. Throughout the videos, renowned scientists reflect on the challenges and achievements surrounding the Human Genome Project. The scientists also look to a future when we can harness the power of DNA in hundreds of new ways, opening up opportunities for research and work in everything from healthcare to agriculture to environmental monitoring. In 2014, HISTORY® created four unique videos for the exhibition, Genome: Unlocking Life's Code currently on display at the National Museum of Natural History. The videos chronicled the Human Genome Project from its early beginnings to its effect on science and society. Videos included interviews with genomic luminaries and visionaries. These four unique videos have been viewed by more than a million people at the exhibition and online at the exhibition's website, unlockinglifescode.org. - This effort is to create short educational and outreach films using footage recorded by the HISTORY® as part of its task to produce films on the history of the Human Genome Project that are now part of the exhibition "Genome: Unlocking Life's Code." - Footage not used in production of the exhibition films mentioned above will be used to generate films covering a broad range of genomics topics, such as human history, medicine, genome technology, careers in science, data science, etc. - Products would be made available through the exhibition's web site http://unlockinglifescode.org/. Purpose and Objectives: Use footage previously recorded for Genome: Unlocking Life's Code, stock footage, and graphics to develop educational and outreach videos on topics related to the Human Genome Project and genomics. Type and format of the pieces to be determined through discussion with NHGRI staff and to optimize use of resources provided. Expected number and type of video pieces: - Four short films (3 to 5 minute) on particular topics using footage from multiple interviewees -Threes edited interviews of individual interviewees Period of Performance: Base Year: April 2015 - April 2016 Option Year 1: April 2016 - April 2017 Project Description: Contractor Requirements: - Participate in bi-weekly teleconferences as needed to communicate with NHGRI staff. - Produce educational and outreach films that are web-ready and pass federal Section 508 testing requirements, as well as all NIH requirements. - The final products will be compatible with and ready for immediate upload to http://unlockinglifescode.org/ and http://www.genome.gov/. Government Responsibilities: - No Government-furnished data, property, or facilities are required. - National Human Genome Research Institute (NHGRI) will determine the topics to be covered by the individual pieces. - NHGRI will provide input on the design and production of the pieces. Reporting Requirements and Deliverables: - Provide monthly report on progress made. Inspection and Acceptance Requirements: - NHGRI will review and approve the final product. Government Furnished Equipment: - NIH will provide the website server (located at the NHGRI), a website URL, a majority of the website's supporting content files, and technical IT support. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice published in the FedBizOpps on March 23rd, 2015, HHS-NIH-NHLBI-CSB-HG-2015-095-KEW, The Human Genome Project: Education and Public Engagement Films. HISTORY® offers programming that features historical figures and events. They were responsible for the scripting and production of the Human Genome Project video interactive found in the Genome: Unlocking Life's Code exhibition. The original interviews were produced as a set of four films covering the history of the Human Genome. The interviews captured the thoughts and words of genomic thought leaders who helped write the history of the Human Genome Project and shape the future of genomics. Hours of video footage were recorded, but only a small portion was utilized in the exhibition. 1. HISTORY® has extensive expertise in the production of educational films. In addition to work in TV, the HISTORY® produces numerous education videos that are made available on its web site. 2. This is an extension of the work that led to the creation of the four films regarding the history of the Human Genome Project. 3. HISTORY® is ideally positioned to create additional films that will complement those already produced. 4. HISTORY® owns the original footage. ADDITIONAL INFORMATION NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 541840 with a Size Standard of $15M. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-80 effective 02 MAR 2015. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
