N32205-15-MS-JHSV4 Market Survey for USNS FALL RIVER (JHDV-4) Hull Damage THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1. GENERAL. The Military Sealift Command, Code N104-2, requests information pertaining to repair of hull damage on the USNS FALL RIVER (JHSV-4). 2. SCOPE OF WORK. The USNS FALL RIVER (JHSV-4) has experienced Hull damage and MSC is looking for repair. Below are two options that MSC is willing to consider, please respond on whether your company can complete one or both options and provide a Rough Order Estimate (ROE) for each. Contractors are requested to provide POC information and contract specialist will forward pictures of damage and any other references required through ARMDEC Safe website. Option 1: Contact damage with the pier appears to be well above the water line. Permanent repairs may be conducted pier side with the added requirement that the internals are also examined and be included in the repairs as needed. A repair plan proposal must include access to this area for internal examination and repairs. The contractors proposed plan will have to be reviewed and accepted by ABS prior to commencement of repairs. Option 2: Temporary repairs may be performed for the purpose of sealing the hull breaches. These repairs will be for the purpose of allowing the vessel to shift to a repair facility only. If ABS is able to view the internals during the temporary repairs and is satisfied that there is limited damage ABS would be willing to issue the vessel an outstanding for dry-docking to match up with the outstanding for the fuel tank repair. 13 July 2015. Internals may be accessible during the time you commence temporary repairs. If there is any repair issues inside that ABS determines the need to repair they will also have to be addressed. Upon completion of the repairs the subject area will also have to be air tested for integrity. 3.AREA OF CONSIDERATION. Joint Expeditionary Base Little Creek (JEBLC), Virginia Beach, VA. 23459 pier-side/ Contractor's Dry-Dock Facility 4. SCHEDULE: The Ship will be in JEBLC until permanent/temp repairs can be accomplished. 5. MISSION: N/A 6. VESSEL CHARACTERISTICS: PRINCIPAL DIMENSIONS LENGTH: 103.0 m (337.9 ft) BEAM: 28.5 m (93.5 ft) DRAFT FULL LOAD (mean) ;3.92 m (12.85 ft) ESTIMATED GROSS TONNAGE: 2500 TONNES DESIGN DEADWEIGHT: 9154 TONNES ESTIMATED ARRIVAL DRAFT: 3.4 m (11.0 ft) Fwd, 3.4 m (11.0 ft) Aft AIR DRAFT WITH MAST DOWN: 25.3 m (83 ft) 7. GOVERNMENT FURNISHED EQUIPMENT (GFE): None 8. Interested parties shall also furnish the following minimum information: a) Name of Company; b) Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; c) Small business size status d) Brief summary of company history relative to similar requirements and/or company's ability to meet the above requirements; e) Estimated price (ROE) breakdown to provide the above services; f) Provide evidence of sufficient resources to meet requirement; g) If a small business, demonstrate compliance with FAR 52.219-14 Limitations on Subcontracting, in the event the acquisition is set aside for small businesses; h) Any pertinent questions/concerns. 9.
