Description
THIS IS A NOTICE OF AWARD OF A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR QUOTES/PROPOSALS. The National Park Service, Lassen Volcanic National Park, awarded contract no. P15PX01107 on 3/26/2015 in the amount of $27,550 to Filtration Technology, Inc. for Water Treatment Filters for Oregon Caves National Monument located in Cave Junction, OR. In accordance with FAR 5.301(d) and 6.305, this notice announces award of a non-competitive contract to Filtration Technology Inc. for multiple water filters for Oregon Caves National Monument. This is not a request for quotations or proposals. Any comments and questions regarding this notice may be directed to Elizabeth Chico, Contracting Officer, at Elizabeth_chico@nps.gov. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: 12/15/2014 Purchase Request (Requisition) Number: 0040188874 1. This acquisition consists of three different water filters to provide the required level of purification per the Safe Drinking Water Act requirements for using a surface water source for a public water systems potable water. These filters are bag and cartridge filters rated for 99% removal of particles greater than 2.5 microns for up to 25 gpm, for water treatment of a public drinking water surface water source. Oregon Caves National Monument (ORCA) has two water treatment plants and this acquisition replaces all required filters for the plants. Estimated price is $31,158. 2. Sole Source Justification rationale (Check one and explain below): X Only one responsible source (U.S.C. 253(c) (1) and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements). ______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. ______ Other Explain: These particular bag filter mechanisms have been phased out of the current accepted and approved technology used for surface water treatment for public water systems in many states. Newer, alternative technologies are recognized and approved for water treatment applications on a state by state basis. The manufacturer still makes these products on a limited basis, to support the older filter systems, but the only vendor found to currently offer them is Filtration Technology Inc. There are no other bag filters that can perform at 1 micron filtration at 16 gpm and fit within and adequately seal within the filter housing that is installed at the ORCA water treatment plant. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: On December 11, 2014 we contacted The Strainrite Companies who is the manufacturer for these filters. The Strainrite Companies confirmed they only authorize one vendor per region to sell their filters. They selectively train and support these vendors and Filtration Technology Inc. is the only vendor for Oregon which is included in the west coast region. 4. If this is a determination for sole source, the Contracting Officer certifies: a.Only one source is available, or urgent and compelling circumstances exist. b.The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
