Request for Information (RFI) - combat glove General Information Document Type: Request for Information Solicitation Number: W911QY-15-GLOVE Posted Date: 30 March 2015 Response Date: NLT 4:00PM EST 17 April 2015 Contracting Office Address ACC-APG, Natick Contracting Division ATTN: CCRD Natick Contracting Division, Building 1 Kansas Street, Natick, MA 01760-5011 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for an Anti-Contact / Combat Glove. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. Requested Information The Program Manager-Special Operations Forces Survival, Support & Equipment Systems (PM-SOF SSES) office at the U.S. Army Soldier Research Development, and Engineering Center, Natick, MA is seeking Anti Contact / Combat Gloves for test and evaluation purposes. The primary purpose is to provide hand protection to hot/cold contact, friction and abrasion while allowing the greatest degree of tactility possible, allowing tasks such as operating electronics and weapon systems. Tactility and grip are required across hot, cold, wet and dry surfaces. Touch screen compatibility is required on at least the index finger. Flame resistance or no melt/no drip are not required but desired performance fit/tactility, durability, moisture wicking performance is more important than flame resistance or no melt no drip. The gloves must come in various sizes to fit the 5th to 95th percentile, there is no limit to the number of sizes to meet this requirement. The glove must be capable of being worn with other gloves, example to be worn inside a mitten allowing easy donning and doffing between tasks. The glove must allow the capability to open and close cuffs, operate buttons, hook and loop and barrel lock closures. Optimal design will facilitate compatibility with multiple sleeve cuff closures. Please supply the following information: Weight, per pair size med: Sizes available: Materials used in construction: Colors and or patterns available: Cost per pair: Manufacturers must be capable of supplying 40 pairs of gloves suitable for testing and prototype evaluation. There is no color requirement for the testing material; any readily available material may be utilized. Materials must be available in earth or subdued colors and meeting NIR. MATERIALS MUST ALSO MEET THE REQUIREMENTS OF THE BERRY AMENDMENT, 10 USC 2533a. Manufacturers who believe they have product(s) capable of meeting the above requirements are requested to submit 1 pair and a short summary including test report(s) showing performance characteristics of the material (no more than 5 pages total) describing their products' capabilities in each of these areas, by the date noted below. The summary must include Company name and address, point of contact with phone number, DUNS number, Cage Code and a statement regarding any small business designation (if applicable). The applicable North American Industry Classification System Code (NAICS) is 315210 - Cut and Sew Apparel Manufacturers with a size standard of 500 employees. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples. Responses to this notice are to be sent to the RFI POC below. This notice is for market survey only. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this RFI to the POC noted above.
