- Clauses 2 Specs Clauses 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S320-00408 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 334516. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard. The USDA, ARS, National Animal Disease Center has a requirement for a contractor to provide a Benchtop Imager. The details and minimum must-have specifications for this item is attached to this posting. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 30 days of date of award. Minimum must-have requirements for a Gel Imager System for image capture and analysis of protein and nucleic acid gels and blots: • Imager system must be a complete system including internal computer (minimum 250 GB hard drive), CCD camera, camera lens, light sources (UV transilluminator and white light) and filters. Image Analysis software must be included with the system. • Imager must have high quality camera and lens combination: the CCD camera must be capable of capturing images in 16-bit grayscale with a resolution of at least 4.2 megapixels and the lens must be a 50mm f/0.95 or better. • Imager must have a minimum field of view of 15cm x 15cm. • Imager must be able to take both manual and automatic exposures. Exposure time range must be at least 10 milliseconds to 100 minutes. • Imager must ship with an orange (ethidium bromide) filter and have a filter wheel with at least 4 positions. • Image analysis software must be included with the unit and must also include a minimum of 5 licenses for installation/use on other independent computers. • Image analysis software must be capable of exporting images in multiple file formats (TIFF, JPEG, PNG) for downstream compatibility with other applications. • Image analysis software must have the following capabilities: molecular weight determination, multiple image comparison, automatic band identification, relative and absolute quantification of bands, image refinement (crop, adjust saturation and contrast, invert and straighten). • Imager must be able to be networked and connected to an external printer. • Qty 1 system. • Brand name or verifiable equal to ThermoScientific myECL Imager. Award to be made upon technical acceptability, best value and ability to deliver ARO. Minimum must-have specifications listed above. Brand name or verifiable equal to ThermoScientific myECL Imager accepted. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum must-have specifications listed on the attached document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. NOTE: Guidance in this solicitation for actions within CCR and ORCA are now conducted through the Single Award Management system found at www.sam.gov. Vendors MUST have a record showing "Active" to be considered for award. DELIVERY: FOB Destination. DELIVERY TO: USDA-ARS-NADC, 1920 Dayton Avenue, Ames, IA 50010.
