- JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY Defense Cash Accountability System Support 1. Identification of the Requiring and Contracting Activity: (a) Requiring Activity: a. Requesting Activity Information and Technology Services - Corporate Systems Attn: DFAS-ZTEB AJ Celebrezze Federal Building 1240 E. Ninth Street Cleveland, OH 44199 (b) Contracting Activity DFAS Columbus Contract Services Directorate Building 21, Room 2B218 3990 E. Broad St. Columbus, Oh 43213-1152 2. Nature or Description of the action being approved: The purpose of this document is to obtain approval for an exception of the fair opportunity acquisition in accordance with: FAR 16.505(b)(2)(i)(C), this order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The procurement strategy is to issue a request for quote (RFQ) on the Army CHESS Information Technology Enterprise Solutions-2 Services (ITES-2S) GWAC. Award of a logical follow-on task order is requested for the continuation of the Defense Cash Accountability System (DCAS) support through the transition of system ownership from the Defense Logistics Agency (DLA) to DFAS. Therefore, the below justification and approval will be included with the RFQ, which will be submitted to Hewlett Packard Enterprise Services (HPES). 3. A Description of supplies/services required to meet the agency needs (including the estimated value - base and option years) (1) The contractors shall provide support to the DFAS I&T team responsible for the technical change management and administration of DCAS. DCAS is the selected enterprise solution for Treasury reporting which will interface with several Department of Defense enterprise resource planning systems. The first six months will be Firm Fixed Price to complete the transition of DCAS from DLA to DFAS. The remaining six months will be Labor Hour to cover unanticipated costs associated with the knowledge transfer plan. The system is currently undergoing an ownership transition from the DLA to DFAS that is scheduled for completion on September 30, 2015. The current transition effort involves DFAS inheriting additional development responsibilities and training requirements, and thus contractor support is requested to maintain current maintenance development activity levels while the civilian staff addresses transition activities. The contractor resources will be involved in system development and maintenance which includes: requirements gathering, system analysis and design, documentation, coding, testing, implementation, monitoring production performance and production jobs, researching and resolving production problems, dealing with end users to resolve issues, and providing training and technical support to end users and other developers. (2) Specific tasks that will be sought from contractor resources include creating and maintaining PL/SQL components that utilize advanced techniques, as well as efficiently designing database objects in an Oracle database. They will also participate in Requirements Review & Analysis meetings, Critical Design Review meetings, Test Readiness Review meetings, and Implementation Readiness Review meetings as part of the defined software development life cycle for DCAS. Total Estimated Cost is $1,185,276.06 Period of Performance: 1 April 2015 - 31 March 2016 4. Identification of the exception to fair opportunity (see FAR 16.505(b)(2)): The order must be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under contract, provided that all awardees were given a fair opportunity to be considered to the original order. 5. Reason that this is sole source/brand name procurement (i.e., proposed contractor's unique qualifications, etc.): HPES is the incumbent, and has had multiple resources assigned to support DFAS I&T on the DCAS project for several years. These resources are very knowledgeable of the system and can perform expected assignments throughout the entire software life cycle in a timely manner. As a part of the system transition effort, DFAS will be temporarily diverting civilian resources onto training initiatives to bring over the current workload performed by the DCAS DLA Project Management Office (PMO). There is a need to utilize the existing contractor resources to continue progress on the ongoing maintenance development System Change Requests without any detrimental impact to the scheduled implementation dates. If DFAS had to switch to a new set of contractor resources in the middle of the transition schedule there would be a negative impact to our ability to complete that maintenance development workload as scheduled. The experienced contractors on staff will also be able to assist with the transition training tasks due to their vast system knowledge that can be utilized for requirements development and functional analysis. Some of the original developers of DCAS from the former DFAS Pensacola site are serving as contractor resources, and thus can be applied to tasks such as functional analysis that are above and beyond simply code development. At this point in time the task order only needs to be renewed for one more year in order to assist in the timely completion of all DCAS transition initiatives while maintaining the existing maintenance. At the end of the extension year the task order will no longer be necessary as the civilian staff will be able to support the entire expected workload. 6. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The award of the current DCAS task order was competed on the Army CHESS ITES-2S contract vehicle between the sixteen BPA holders on that contract. It was based on "best value" with HPES receiving the award. In determining a fair and reasonable price, the Contracting Officer will evaluate the Independent Government Cost Estimate (IGCE). Based on an RFQ issued against the Army CHESS ITES-2S vehicle, it is anticipated the pricing will be fair and reasonable, as determined under the terms and conditions of the RFQ. Additionally, price comparisons will also be accomplished from as many other sources as possible, including commercial as well as any Government-Wide Acquisition Contracts (GWAC) and the GSA Federal Supply Schedules. Based on comparable submissions for I&T services, it is anticipated that the Army CHESS ITES-2S pricing will be discounted to reflect near current pricing and still be lower than open market pricing. Leveraging DFAS' current use of HPES services, along with open market price comparison, the contracting officer is confident in obtaining the best value for DFAS. 7. Any other facts supporting the justification: I&T requests that this order be issued on a limited-source basis in an effort to manage a quick and seamless transition of DCAS from DLA to DFAS. The task order is short term and only projected to last a year, after which the workload will be taken over by Government resources. 8. A Statement of actions, if any, the agency may take or remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made: This is a logical follow-on; only one vendor is currently capable of providing contractors with enough system knowledge necessary to support DCAS during the one year transition period. The services currently require highly specialized knowledge that takes time to acquire. 9. Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or requirements or other rationale for an exception to fair opportunity) and which form a basis for the justification have been certified as complete and accurate by the technical and requirements personnel.
