Description
The Center for Mental Health Services, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four options years entitled Programs to Achieve Wellness (PAW). This project is being issued as a Small Business Set-Aside under NAICS 541820. The overall purpose of this project is to promote and facilitate wellness initiatives for people with behavioral health conditions, including those with the serious mental illnesses and with co-occurring substance use disorders. The project will achieve this aim by engaging people with lived experience with mental and/or co-occurring conditions (termed here as "consumers/peers/people in recovery"), people who have experienced being without housing or stable housing, national organizations, communities, states, and tribes in the promotion of evidence-based tools for wellness. Working with these various stakeholder groups, the Program to Achieve Wellness will help ensure that individuals with or at risk for serious mental illness and co-occurring conditions and those experiencing homelessness are supported in achieving wellness. In addition, this effort will continue to support the Million Hearts Initiative work through the promotion of the CDC protocols for controlling hypertension which can be found at http://millionhearts.hhs.gov/resources/protocols.html.. New guidelines issued by the New Joint National Committee emphasize control of systolic blood pressure and diastolic blood pressure with age and comorbidity-specific treatment cutoffs. The project objectives will be achieved through three (3) major activities: development of online technical assistance products and resources, provision of technical assistance, and recognition of innovative and successful wellness programs. The primary audiences for this contract are behavioral health consumers/peers/people in recovery, people who experience homelessness, vulnerable and/or in housing transition, national organizations, communities, states, and tribes. The Contractor shall work with these audiences to disseminate evidence-based policies, programs and practices, and to assist them with designing and implementing activities and programs that promote wellness. In addition, innovative wellness approaches and projects will be recognized so that other communities or states might replicate them. This effort could be utilized to increase outreach and engagement in the primary audiences while promoting wellness to improve their lives as a whole. Ultimately, the activities of this contract will ensure that individuals have greater access to effective resources, assistance, and examples of successful programs to achieve wellness in order to improve their lives. The estimated date for issuance of this RFP is March 18, 2015 with proposal responses due April 17, 2015. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods with an anticipated start date of August 20, 2015.
