Description
The USPFO for Oregon and 173rd Base Civil Engineering Office is seeking qualified Architect Engineer firms for an Indefinite Delivery Indefinite Quantity (IDIQ) type A-E contract with multi-disciplinary work to be performed at the Oregon Air National Guard facility located at Kingsley Field ANG Base in Klamath Falls, Oregon. Solicitation Number W912JV-15-R-0002. The NAICS Code is 541310. Contract award is anticipated by 15 June 2015. The selected AE shall be responsible for the professional quality, technical accuracy and coordination of all services required under this contract. The selected AE shall be able to provide Type A, B, and C design/inspection services if necessary depending on the Delivery Order. Various projects will require multiple specialized design efforts for architectural and interior design; electrical; mechanical; structural; civil; fire and security alarm systems; fire detection and suppression systems (ie: HEF); environmental including asbestos and lead paint abatement; surveying; geotechnical; taxiway design; acoustical and landscaping are anticipated over the life of the contract. Design criteria for projects shall include, but not be limited to the following: Air National Guard Engineering Technical Letters (ANG ETL) including ANG ETL 01-1-1, ANG Sustainable Design Policy, Tab D (Mar 04 ), and 02-1, ANG Design Objectives and Procedures, Tab C (April 10); Unified Facilities Criteria UFC 3-600-01, Fire Protection Engineering for Facilities (26 Sep 06); UFC 4-010-01 DOD Minimum Antiterrorism Standards for Buildings (Oct 03; Air Force Instruction AFI 32-2001; Current State and National codes, regulations and specifications involving architectural, civil, electrical, environmental and mechanical disciplines associated with the design and construction of the project; National Fire Codes published by the National Fire Protection Association; Air Force Instructions (AFI), Army or Air Force Regulation (ARs/AFRs), Army National Guard or Air National Guard Regulations (NGR/ANGR), Pamphlets (NGR/ANGR), and other Government publications required for design of the project will be made available to the A-E by the Government (COR). This IDIQ type contract will be one (1) base year with four (4) option years. The option years will be exercised at the discretion of the Government. The IDIQ contract will have a maximum monetary limit of $690,000.00 over the entire life of the contract, with no limit per year and no limit on individual delivery order amounts. Work may include, but not limited to: (a) Repair / alter aircraft maintenance shops, (b) Repair or replace roofing and siding systems, (c) Paving projects, (d) Replace aircraft apron lighting, (e) Alter interior administration areas, (f) general infrastructure, (g) Various energy conservation/alarm studies, (h) Air condition facilities. The evaluation board will review the SF 330's submitted in response to this solicitation. The evaluation board will evaluate each potential firm according to the criteria listed below. The government will hold discussions with at least three of the most highly qualified firms. Interviews will be conducted with the most highly qualified firms at the Kingsley Field Air National Guard Base (firms will be notified in writing via e-mail and contacted by phone). Evaluation criteria, in descending order of importance are: (1) Professional qualifications necessary for satisfactory performance of required services, (2) Specialized experience and technical competence in the type of work required including where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials, (3) Capacity to accomplish the work in the required time, (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, (5) Location in the general geographical area of the projects and knowledge of the locality of the projects, provided that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the projects. (6) Acceptability under other appropriate evaluation criteria. Final selection procedure will include a personal or telephone interview. A firm fixed price contract is contemplated. This is not a Request for Proposal (RFP). Qualified firms desiring consideration shall submit (3) three copies of their SF 330 forms Part I and II for the principal firm and all consultants for evaluation. Forms must be received on or before 2:30 PM local time, 1 May 2015 at the following address: USPFO for Oregon, ATTN: P&C (MSG Cecily Martinez) 1776 Militia Way SE, Salem, OR 97309-5047. LATE SF 330'S WILL NOT BE ACCEPTED. E-MAILED SF 330'S WILL NOT BE ACCEPTED. SF 330's SUBMITTED TO THE 173d BASE CIVIL ENGINEERING OFFICE WILL NOT BE ACCEPTED. No additional materials will be issued and no solicitation package or bidder/plan holder list will be issued. Any questions must be submitted in a Request for Information format (RFI) via electronic mail and reference the project name in the subject line. Please allow 72 hours for a response. RFI's shall be submitted 72 hours prior to the closing date and time to ensure a proper response can be provided. Prime A-E firms must complete or update their On-Line Representations and Certifications Application (ORCA) at least once each year. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at www.ccr.gov or by contacting the CCR Assistance Center (8am - 4pm Eastern Time) 1-888-227-2423. The successful A-E shall be able to invoice electronically using Wide Area Workflow procedures. This requirement shall not be waived. It is the successful offerors responsibility to ensure that proper access can be obtained to this system. The government will not be held liable for any automation upgrades required to interact with this system.
