Description

In accordance with Federal Acquisition Regulations Part 15.201, Exchanges with Industry Before Receipt of Proposals, DRAFT Solicitation N40085-15-R-0830 is issued by ROICC Camp Lejeune. This special announcement is issued for industry wide comments/suggestions from potential bidders for the upcoming official solicitation to preform services for fire detection and suppression. This special announcement does not constitute a request for proposal, request for quote, invitation for bid, or a commitment of any kind on behalf of the Government. The purpose of this exchange of information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government ™s requirements, as well as to enhance the Government ™s ability to obtain quality services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The draft solicitation is comprised of Sections B, C, E, F, G, H, I, K, L, and M and attachments. ROICC Camp Lejeune anticipates awarding a combined Firm Fixed Price and Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract with a base period of 12 months plus four (4) one-year option periods, to be exercised at the discretion of the Government. The North American Industry Classification System (NAICS) Code for this procurement is 561621 and the annual size standard is $20,500,000.00. There is no current contract in place for the above mentioned services. Agencies are encouraged respond with comments, ideas or concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, and acquisition planning schedules; the feasibility of the requirement, including performance requirements, statements of work, and data requirements; the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information; the availability of reference documents; and any other industry concerns or questions. Formal offers are not requested, nor will they be accepted, at this time. It is the Government ™s objective, through the release of this draft solicitation, to obtain comments and questions from industry prior to the release of the final Solicitation in order to better refine the Solicitation and/or clarify any ambiguities Industry comments/suggestions shall be provided in writing electronically (via email only for consideration) NO LATER THAN April 30, 2015 at 5:00 pm to Clifton L. Gaither via email at clifton.gaither@navy.mil. Comments/suggestions shall include point of contact, phone number, and email address. Respondents are not limited to one email submission; however, all comments/suggestions shall be received by the requested due date. A summary of the disposition of significant comments/suggestions will be taken into consideration before issuance of the official/final solicitation for request for proposal. Questions will NOT be entertained at this time. Upon closing of the draft solicitation, questions will be entertained, answered, and posted under the official solicitation as an amendment (SF30).
