- The Atlantic Oceanographic and Meteorological Laboratory's (AOML) Physical Oceanography Division (PHOD) located in Miami, FL intends to purchase one (1) 24-position full size carousel from Sea-Bird Electronics, Inc. located in Bellevue, WA. Sea-Bird Electronics, Inc. has been identified as the only company that can provide the supplies needed that also meets the Government's intended use. AOML's PHOD is requesting the following items: One (1) 32P.2410, 24 position Full size Carousel electronics/release, 7000 meter depth, with XSG/AG connectors and modem interface for 911plus or AFM. The Carousel specifications consist of 24 positon carousel, able to be integrated to a SeaBird 9 CTD, able to work in real time and controlled via an SBE 11plus deck box, depth to 7000 meters, Seasoft V2 Windows software package for setup, data upload, real-time data acquisition and keyboard control of bottle firing, data processing. The Carousel listed above is essential to the successful completion of AOML's field projects. It will be most advantageous to the Government to contract with Sea-Bird Electronics, Inc. (SBE) to provide the needed supplies. PHOD currently owns six (6) Sea-Bird 911 Plus Conductivity, Temperature, and Depth (CTDs) systems and seven (7) 24-position carousels. The CTD system is used to collect vital oceanographic data that is required to meet the goals of field projects. The 24-position carousel being purchased is a carousel that will be used on an upcoming cruise. To keep the CTDs running at sea where spare parts are not easy to obtain having full compatibility and interchangeability is important and paramount. The purchase of the requested carousel will reduce time spent training personnel, maintain continuity and consistency in the data collected. Furthermore, NOAA/AOML/PHOD owns four (4) Seabird 11 deck boxes which provides the real time data acquisition and control for the 24-position carousel. The software via the SBE 11 deck box issues the commands to the 24-position carousel actuators so bottles will open and close at desired depths. The ability to determine depths for water collection assists in gaining accurate data for the chemical makeup of local water. Using a carousel that is not fully interchangeable could cause damage or malfunction to the CTD. This carousel is required as it is fully interchangeable and has the required specifications to match the existing carousel and complementary equipment owned by NOAA/AOML/PHOD. Sea-Bird Electronics, Inc. is the only known source that can provide the needed 24-position full size carousel that are required in order for AOML to successfully complete their field projects. The Government is not aware of any other vendor that can provide these specialized supplies that also meet the Government's intended use. The intended procurement is for one (1) 24-position full size carousel which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (Sea-Bird Electronics, Inc.) under the authority of FAR 13.106-1(b). However, all proposals received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to Sea-Bird Electronics, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed 24-position full size carousel. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified supplies that provide the same fit, form and function as the ones specified above. Any responses that provide for supplies other than those specified must be accompanied by descriptive literature and show they meet the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided the supplies. All contractors doing business with this Contracting Office (Atlantic Oceanographic and Meteorological Laboratory - AOML) must be registered and active in the System for Award Management (SAM).
