- Performance Work Statement 39--Sources Sought Announcement for Stevedoring and Related Terminal Services (S&RTS) This is a Sources Sought Announcement. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The United States Marine Corps, Blount Island Command is hereby conducting a Sources Sought Market Survey in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform the following potential requirement: Stevedoring and Related Terminal Services (S&RTS) during the approximate dates of 1 April 2016 - 30 March 2017 and four ensuing one-year option periods that if exercised will extend the total period of performance through 31 March 2021. All interested firms must be able to perform the services as identified on the attached "FOR INFORMATION ONLY" Performance Work Statement (PWS). The Government makes no representations that all of the services listed within the attached "FOR INFORMATION ONLY" Performance Work Statement will be procured. This is a planning document subject to change. No information contained within this Performance Work Statement should be perceived by interested parties as definitive of any resultant contract for similar services. The Performance Work Statement (PWS) contained herein is labeled as "FOR INFORMATION ONLY" and is provided so that interested firms can understand the magnitude of the required services and determine if it correlates to their work history and past performance. This Sources Sought market Survey is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought announcment. Your response to this sources sought announcment will be treated only as information for the Governmesources sought market survey. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. As of the date of this sources sought announcement, no funds have been authorized, appropriated or received for this effort. The information provided may be used by the Government in developing its acquisition strategy and Performance Work Statement for a future contract. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. All expressions of interest submitted shall be accompanied by written evidence and demonstration of the firm's ability to perform the required work. All responses to this Sources Sought Announcement shall include the following: (1) Statement of Interest: (2) firm's unequivocal capability to perform services as set forth in the "FOR INFORMATION ONLY" Performance Work Statement; (3) Business Size; and (4) all relevant federal and commercial contract history performing similar stevedoring services. Note: The Capability Statement shall detail work performed in the last five (5) years, including projects and contracts that demonstrate recency, relevancy, and quality of work similar to what is required under this notice. This Sources Sought Announcement serves as Market Research only, not a firm commitment on the part of the U.S. Government nor does it constitute an order. Response deadline is by 0800 AM (EST), 30 Apr 2015.
