Description
The United States (U.S.) Army, Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Aberdeen, MD, 21005, intends to enhance the Lightweight Counter Mortar Radar (LCMR), AN/TPQ-50 Tech Refresh configuration capabilities by implementing product improvements for electronic protection and added capability to address new and emerging threats. This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research. Any information received will be used for planning purposes only. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government will not reimburse respondents for any costs associated with responding. The AN/TPQ-50 is a lightweight, 360-degree, rapidly deployable, man-transportable, digitally connected, day/night mortar locating radar that uses computer-controlled signal processing of the radar signal data to perform target detection, verification, tracking, and classification of enemy and friendly mortars. It provides simultaneous hostile weapon locations, discrimination and friendly fire observation of mortars, cannons and rockets.. It is disassembled into man-portable cases which fit into a single up-armored M1152 or equivalent high mobility multipurpose wheeled vehicle (HMMWV). The LCMR is assembled and emplaced on the vehicle or a tripod by a two person team. The Army is preparing to award a contract to initiate product performance improvements to the AN/TPQ-50 Tech Refresh system configuration to include, but not necessarily be limited to, the following: (1) add a fifth channel to RF/IF board, (2) integrate an omni-directional antenna, (3) implement a sidelobe canceler, (4) implement a sidelobe blanker, and (5) implement an easy-access secure erase capability. Multiple constraints for the Government exist with regard to these proposed product performance improvements to the Tech Refresh configuration of the AN/TPQ-50: no Tech Refresh systems have been delivered to the Government and, therefore, none are available to provide as Government Furnished Equipment (GFE) for any type of reverse engineering. Additionally there are no Government owned data rights, build-to-print technical data package (TDP), or radar source code; there are also no existing performance specifications for the Tech Refresh configuration of the AN/TPQ-50. The Government anticipates limited funding for these efforts, which is expected to be available in the second quarter of fiscal year 2016. The Government projects this to be a two year effort spanning fiscal years 2016 and 2017. All responses should be limited to these confines. These product performance improvements address design, development, integration, test, and verification to allow for electronic protection enhancement and added protection against new and emerging threats. While the Government does not envision that any of the potential contract documents will be classified, much of the technical work is expected to be classified, so the ability to receive and generate classified material and provide adequate storage at the performance location up to the level of SECRET is a requirement for contract performance. Therefore, all interested parties shall verify to each of these requirements in this UNCLASSIFIED response. If you do not possess SECRET processing/storage capabilities at the present time, please advise in your response, as to when those capabilities would be available if the Government proceeds with a contract award. Responses shall consist of an UNCLASSIFIED white paper. At a minimum, the white paper shall provide the following information: a.Schedule. Provide sufficient supporting documentation, to include an integrated schedule, showing key events such as contract award, development steps, test events and deliveries. b.Technical Performance. Summarize developmental design efforts related to the ones outlined above that your company has previously completed. To keep your response unclassified, DO NOT provide the quantified capability levels that such efforts obtained, but provide an unclassified description of the effort and provide information as to when and for whom the development design efforts occurred. Responses may discuss types, extent, depth and breadth of analysis. Responses should identify and summarize previous testing of either individual components of your proposed system, or the integrated system, by either the U.S. Government or other independent test agencies. The Government may request follow-on capability information via classified channels should the efforts outlined in the response be deemed to meet requirements outlined in this initial RFI. c.Cost. Identify the estimated cost of each task. Include relevant previous cost data for similar development efforts. d.Long Lead Items. Specifically identify any long lead items associated with the design and approximate lead time associated with each item. e.Assumptions. Clearly identify assumptions on which the response is predicated. At a minimum, identify any required GFE on which the schedule is predicated; and all required Government support anticipated. Also identify and discuss plans and risks associated with reuse, or dependency on any other awarded contract. Company information will be verified via the Central Contractor Registration (CCR) database. Responses to this RFI shall be UNCLASSIFIED and should not exceed 20 pages in length, be prepared on 8.5 x 11 inch paper, double spaced with fonts no smaller than 10 point, and one inch margins. Each page of the submission shall contain the document identifier in the document header. Responses shall be electronically in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint. Responses shall be provided electronically through e-mail. Respondents should ensure labeling of information contained as proprietary. All interested firms are encouraged to respond to this notice by providing the information specified herein, on or before 1700 hours EST on 15 April 2015. Telephone or email requests for additional information will not be honored. Any UNCLASSIFIED questions regarding this RFI may be posted to the FEDBIZOPS.
