Description
This is a sources sought and Request for Information (RFI) notice for Western Area Power Administration (Western) in attempt to identify commercially available services. There is no solicitation at this time. This synopsis is being issued by Western for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. The sources sought questionnaire must describe in detail the firm?s capability to provide the service requested. All responses will be used to determine the appropriate acquisition strategy for a possible future acquisition. No Award will be made from this sources sought. Western is not seeking proposals and will not accept unsolicited proposals. Background Western Area Power Administration (Western) markets and delivers reliable, renewable, cost-based hydroelectric power and related services within a 15-state region of the central and western U.S. Western is one of four power marketing administrations within the Department of Energy whose role is to market and transmit electricity from multi-use water projects. Western?s transmission system carries electricity from 57 power plants operated by the Bureau of Reclamation, U.S. Army Corps of Engineers and the International Boundary and Water Commission. The North American Electric Reliability Corporation?s (NERC) mission is to ensure the reliability of the North American bulk electrical system. NERC is the Electric Reliability Organization (ERO) certified by the Federal Energy Regulatory Commission (FERC) to establish and enforce reliability standards for the bulk-power system. Service Requested On Site Repair Alstom Serial Number B015693-1, Hydraulic Ram. The extent of repairs might encompass the following: Drain Hydraulic Fluid Remove FX CIN RAM ?SEE RFI Picture of Hydraulic RAM? Onsite Rebuild of FX CIN RAM Power Valves replaced Seals, O rings, and Teflon rings replaced Internal Springs replaced Installation of rebuilt FX CIN RAM Replace hydraulic fluid and filter Bleed Hydraulic System Check Accumulators Test the timing, contact resistance, function tests, test and calibrate pressure switches The North American Industry Classification System (NAICS) code is 811310 Hydraulic Equipment Repair and Maintenance Services or 331311 Power, Distribution, and Specialty Transformer Manufacturing for this project. All interested and qualified sources should notify this office by electronic mail. Please provide the following information: Company's name, address, point of contract, email address, cage code, web site (if applicable), experience and overview of your company, business size IAW NAICS 811310 or 331311, any Small Business socioeconomic status (if applicable), and a description of capabilities and limitations based on the 8 basic requirements listed above. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFQ); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFQ. Be advised the government will not pay for any information or administrative cost incurred in response to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. Estimated award date for this potential contract is spring 2015.
